PARK BOARD MEETING MINUTES
September 23, 2019
A regular meeting of the Hopkins Park Board was held on September 23, 2019 at the Hopkins City Hall,
Raspberry Room.
I. CALL TO ORDER
Kyle Kaczmarek, Vice -Chair called the meeting to order at 6:33 pm.
New incoming Park Board member Anna Pohmer was greeted by all in attendance and welcomed to her
first meeting.
II. ROLL CALL
Present were Park Board members Kyle Kaczmarek, Emma Figgins and Anna Pohmer. Megan Slindee
and Kim Schlauderaff were absent. Also present was Steve Stadler, PW Director/Park Board City staff
liaison.
III. APPROVAL OF MINUTES
Minutes for the July 22 2019 Park Board Meeting:
Kyle Kaczmarek made a motion to approve the minutes, seconded by Emma Figgins. The motion
passed with a 3-0 vote.
IV. BUSINESS
A. Joint Meeting with City Council — October 8, 6:30 p.m.
There was a broad -ranging discussion regarding the Park Board work plan document, funding for
Park improvements, current status of the Park Improvement Fund (fund 301) and anticipated
Park improvements that the Park Board has been working toward over the past year. It was
agreed that the planned improvements at Downtown Park and Central Park are the Park Board's
highest priority. There was mention of how important it is to the sustainability and interest in the
Park Board that it continue to have the wherewithal to have a positive impact on the community
via advancing the parks. Further, that this is required in order to promote the Park Board as
valuable & necessary in terms of influencing residents' quality of life through maintaining a
vibrant, accessible park system. Emma Figgins and Anna Pohmer plan to attend the Joint
session with City Council and Kyle Kaczmarek will also attend if schedule permits. It was
agreed that Stadler would prepare a draft memo for member review prior to the joint meeting.
B. Other topics of interest

2020-2021 park improvement plans/activities. Stadler mentioned that if the proposed 2021
park projects are approved, including the mix of funding via the General Fund and Park
Improvement Fund for the Lake St/Blake Road Pedestrian Plaza — Minnehaha Creek
Overlook project and the Downtown Park Rehab project, then there will be significant
planning/public outreach and design work happening in 2020 for these two projects as well
as the Shady Oak Beach picnic shelter project.
Valley Park picnic shelter project update. Stadler shared that a contract has been awarded to
KA Witt Construction in the amount of $81,424 for replacement of the east picnic shelter.
The work is set to begin within a couple weeks. The new picnic shelter will be a replicate of
the picnic shelter built at Oakes Park in 2016.

VI. ADJOURNMENT
Emma Figgins moved to a 'ourn the meeting, seconded by Anna. Pohmer. The motion passed 3-0. The
meeting adjourned at 7:42
