10-28-2019 MinutesCITY OF HOPKINS PARK BOARD MEETING MINUTES October 28, 2019 A regular meeting of the Hopkins Park Board was held on October 28, 2019 at the Hopkins City Hall, Raspberry Room. I. CALL TO ORDER Kyle Kaczmarek, Chairperson called the meeting to order at 6:33 pm. II. ROLL CALL Present were Park Board members Kyle Kaczmarek, Emma Figgins, Megan Slindee, Kim Schlauderaff and Anna Pohmer. Also present was Steve Stadler, PW Director/Park Board City staff liaison. III. APPROVAL OF MINUTES Minutes for the July 22 2019 Park Board Meeting: Kyle Kaczmarek made a motion to approve the minutes, seconded by Anna Pohmer. The motion passed with a 5-0 vote. IV. BUSINESS A. Update on 2020-2021 park improvement plans Stadler explained that the City Council held off on committing to the General Fund portion of the Downtown Park and the Minnehaha Creek Overlook/Blake Rd -Lake St Pedestrian Plaza projects. This was due to the pressure to reduce the upcoming tax levy increases. So, the 2020 plan is to design the proposed 2021 Shady Oak Beach picnic shelter and replace or rehab the second picnic shelter at Valley Park. B Discuss Park System needs including Central Park, Downtown Park There was a broad ranging discussion about park infrastructure, including play courts, play equipment park buildings and lighting and our current 5 -year CIP investment in these park features as well as the projected 15 -year CIP investment in them. The Board also discussed the proposed designs and features considered for the Central Park, Downtown Park and Gateway Park projects. Anna Pohmer presented information about park play areas that emphasize nature and play activities which interact with natural features, such as woods, water, even dirt. A handout describing the Fawn Crossing play area at Whitetail Woods Regional Park near Farmington was reviewed. It was mentioned how popular the relatively new sand with water play areas are at Burnes and Cottageville Parks. The Board will consider this type of play area where it seems to best fit moving forward. C Other Topics of Interest -2 - The Board briefly discussed the upcoming joint meeting with the City Council and the proposed 2020 work plan. There was a review of the current status & projected future of the Park Improvement Fund Working Capital Report. Stadler updated the Board that construction was underway on the picnic shelter at Valley Park which will continue as weather permits and finish next spring. D.
