AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Monday, November 18, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Monday, November 18, 2019 at 7:07 p.m. in the City Council Chambers at
Hopkins City Hall, 1010 First Street South, Hopkins.
Mayor Gadd called the meeting to order with Council Members Brausen, Kuznia,
Halverson and Hunke attending. Staff present included City Manager Mornson and
Assistant City Manager Lenz.
Administration:
City Manager gave the following updates:
• StrengthsFinder reading material shared with the Council.
• Overview of the Minnehaha Creek Watershed District (MCWD) meeting. City and
MCWD staff would be creating a work plan.
• Overview of the November 26, 2019 meeting agendas.
• Discussion regarding the Facility Solar Project. There was discussion regarding
importance of due diligence and the financial and resource savings. Staff has
researched the project and is comfortable with the program. The City Attorney would
review the proposal before moving ahead with the project.
City Council
• Council Member Halverson asked when Planning & Zoning Commission and Park
Board applications would be available on the City website. Staff would update the
Council.
• Council Member Halverson discussed concerns of sightlines at 16th Avenue North
and Mainstreet.
• Council Member Brausen discussed a Mainstreet property owners concern that his
fa�ade improvement product material was denied by the Planning & Zoning
Commission on October 22. Discussion about the current types of fa�ade materials
allowed in the Downtown Overlay District and possibly reevaluating the types of
acceptable materials. Community Development staff would discuss and update the
Council.
• Council Member Brausen discussed the 9.71% levy increase and importance of
communication with the public. There was discussion regarding the current and
future budget. There was discussion about the importance of investing in the
infrastructure, the Financial Management Plan, property valuations, past budget
history and focusing on the 2021 budget.
� Council Member Kuznia commented that the November and December SWLRT
Community Works meetings have been cancelled.
• Mayor Gadd commented that the alternate representative would be attending the
Governors meeting on Autonomous Vehicles on December 13.
• Mayor Gadd discussed a future Work Session topic regarding public services and
private developments.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, seconded by Brausen, the meeting was unanimously adjourned at 8:00 p.m.
