Stadler, Public Works Director Date: April 6, 2006 Subject: Municipal State Aid (MSA) Streets - Designating Washington Avenue This work session item is a discussion regarding staff's desire to designate Washington Avenue from 5th Avenue to 2nd Street N.E. as a Municipal State Aid street. Additionally, staff would like to remove the State Aid designation from the vacated 6th Avenue S and the section of 5th Avenue south of Excelsior Blvd. .ackground The city is allowed to designate up to 20% of its improved streets as MSA streets. Accordingly, we're allowed to designate a maximum of 9.55 miles. We currently have 9.31 miles designated. These proposed changes would increase our mileage to 9.50 miles. (There is a .05 increase adjustment being made to 5th Street South) Staff wants to keep our MSA street network set up such that we meet all the rules and also maximize the amount of our annual allotment from the State. When the city vacated 6th Avenue South as a part of the SuperValu Perishable Warehouse expansion project we lost .29 miles from the system. We then started the informal review process with the State Aid Office of trying to designate Washington Avenue and were stopped by MnDOT as a portion of the street was within their Hwy 169 right-of-way. After about a year of working the issue, we finally got MnDOT to release this city street back to Hopkins. We have now received informal approval from the State Aid Office to designate this segment of Washington Avenue as an MSA street. A formal City Council resolution is required. In order for the street segment to be considered as a part of our 2005 allotment, the State Aid Office must receive a City Council resolution by May 1. If the resolution is done later the change would be effective for the 2006 allotment. Current Staff sent the attached letter to the 10 homeowners whose properties abut Washington Avenue. Staff feels this new designation is not a controversial change for the abutting homeowners as the road is already a designated truck route, is 35' wide with curb & gutter and there is little chance that future land use changes will occur that affect traffic or trucks on this road. Future road reconstruction may require a thicker asphalt pavement but the road will not have to be widened and residents, per the assessment policy, don't pay for any improvements beyond what's done for a local residential street (non-MSA street) reconstruction. In fact, the policy provides for a 50% assessment for all single family properties abutting State Aid roads vs. the 70% rate set for all other roads. A MSA street is one in which the city is eligible to spend state gas tax funds to repair or reconstruct the road. A city is authorized to designate 20% of its total street mileage as MSA streets. This change is being proposed in order to replace a segment of 6th Avenue South lost due to the SuperValu campus redevelopment, meet State Aid rules for street designation and to maximize the city's annual apportionment of state gas tax revenue. There is no proposed changed use of Washington Avenue. Designating this - street as a MSA street does not mean higher traffic volumes. The city is not anticipating a street improvement project, other than possibly a mill and overlay project, on Washington Avenue within the next five years. City staff intends to request approval of this MSA street designation at the City Council Meeting on Tuesday, April 18. There are certain stipulations that go along with designating a street as an MSA street. They are: . Street must remain open to trucks . Certain design criteria apply to street reconstruction, I.e., urban streets must have concrete curb and gutter, be a minimum 32' wide (with parking on one side) or 38' wide (with parking on both sides). This road is currently 35' wide. There is a variance procedure where it is possible to deviate from the MSA standards. .
