Hopkins HRA 5-Year PHA Plan and the Annual and Five-Year Action Plans (HRA2020-05) March 4, 2020 HRA Report 2020-05 PUBLIC HEARING APPROVAL OF HOPKINS HRA 5-Year PHA PLAN and the ANNUAL AND FIVE-YEAR ACTION PLANS Proposed Action Staff recommends approval of the following motion: Adopt Resolution 536 authorizing approval of 5-Year PHA Plan, Annual Plan and the Five-Year Action Plan, and subsequent submission to HUD. Overview The objective of the 5-Year PHA Plan is to provide information on policies, rules and requirements concerning the PHA operations and programs. The objective of the Annual and Five-Year Action Plans is to describe the plans for capital projects over the next five years. The Plans detail the needs and the priorities for upcoming work and provide estimates for each. Federal regulations were published regarding the format and timeline for submission of these plans. The Department of Housing and Urban Development developed the template for all Housing Authorities to use for electronic submission of the Annual and the Five-Year Action Plans. We are to submit these plans and additional forms and paperwork following the approval by the HRA Board. Supporting Documentation • 5-Year PHA Plan HUD 50075-5Y • Capital Fund Program—Five-Year Action Plan HUD 50075.2 • HRA Resolution 536 Analysis What type of plan will the Hopkins HRA need to submit? The Hopkins HRA is required to submit the 5-Year PHA every five years. The updated Annual and Five-Year Action Plans need to be submitted each year. This year, we made changes to the plan from last year to reflect on upcoming work that we will complete in the next year. Last year we were funded by MHFA to do a larger project that included replacement of the existing exhaust and ventilation system, water softeners, water heating and exterior door. Several additional items were discovered during that project and were added to work to be completed this year. The previous year’s Capital Fund plans will be revised to accommodate this project and other needs at Dow Towers. The shortfall in federal operating funds has been an ongoing issue, and we are recommending a portion of the annual funds be designated to Operations. Small HRAs are allowed flexibility in the use of capital funds. The projects listed in the 5-year action plan are also updated to allow for work that is needed soon. We do change the timing on this work occasionally based on actual costs or items that may be aligned with priorities established by MHFA. The Five-Year Action plan requires HUD review and approval, prior to the actual distribution of the 2020 Capital Fund Plans. NOW, THEREFORE, BE IT RESOLVED that the Authority Board of Commissioners hereby approves the Annual PHA Agency Plan and Five-Year PHA Plan.
