This action continues an assessable project for street upgrading.
Overview
At its February 4, 2008 Council Meeting, the Hopkins City Council conducted a public hearing concerning
street and utility improvements on Minnetonka Mills Road and 2nd Street NE from 5th A venue North to Blake
Road. Council authorized the project to proceed allowing the preparation of plans and specifications.
The plans are substantially complete and staff now seeks final design approval and authorization to continue to
the bidding phase of the project.

Analvsis of Issues
· Scope of Improvements
Proposed street improvements include complete reconstruction of Minnetonka Mills Road between 5th
Avenue North and approximately 150 feet east ofHwy 169 with asphalt pavement, concrete curb and gutter.
The proposed street is 32 feet from curb to curb which is 2 feet narrower than the current width. We are
proposing to not allow parking on this street as head in parking is available at the park, and in the lot just
west of Burns park. The addition of sidewalk also allows to narrower street without compromising
pedestrian safety. Additional improvements include a crosswalk at Burns Drive, and a narrowed section (28
feet) at the regional trail for pedestrian safety. These improvements will also aid in traffic calming.
Proposed water main upgrades are limited to the voluntary water service replacement program that was
instituted in last several year's street improvement projects and hydrant replacement. The water service
replacement .program shares the cost of replacing water service from the water main to the right of way line
between the resident and City. The City would pay 1/3 of the pipe and installation costs. There is only one
residence with a water service on Minnetonka Road.
Additionally, there are three residences on the south side of Minnetonka Mills Road with water services that
run south to 2nd Street North across other private property. We are proposing to stub water service into
these properties so that they may connect to them in the future. This cost would not be assessed to the
property owners.
Proposed sanitary sewer improvements include minor reconstruction of manhole tops to match street grades
and either sewer lining or line replacement on Minnetonka Mills Road between 5th Avenue North and
Sweet Briar Lane. The work is necessary due to the condition of the existing sewer main. Additionally,
manholes made with block will be sealed to reduce inflow and infiltration of groundwater into the sewer
system.
Proposed storm sewer upgrades include extension of storm sewer from the intersection of Minnetonka Mills
Road and 5th Avenue North to Burns Drive. Additional storm sewer catch basins are needed from Campbell
Drive to Hwy 169.
A mill and overlay is proposed for 2nd Street NE from the end of the regional trail taper to Blake Road.
State aid street design standards require a parking restriction along Minnetonka Mills Road between 5th
A venue North and the regional trail because of the roadway width.. Because parking is available in stalls
provided at Burnes Park and on the adjacent cross streets for resident visitor parking, we do not believe this
will create a hardship for residents. Additional parking is also available for Burnes Park patrons at the
adjacent Zion Lutheran Church.

The total project cost of the 2007 Street Improvements based on the engineer's estimate is approximately
$1,916,000. The project cost was estimated to be $1,950,000 in the feasibility study. This includes overhead
(engineering/administration) costs at 25% and a 10% contingency. This estimated project cost is
approximately $34,000 less than the feasibility study.
The project will be funded through a number of sources utility funds, special assessments, and PIR. Based
on the most current estimate the project funding breaks down as follows:

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS 2008 STREET AND UTILITY IMPROVEMENTS
CITY PROJECT NO. 07-10
WHEREAS, pursuant to a resolution of the City Council adopted the 4th day of February
2008, plans and specifications were developed for improvements on Minnetonka Mills Road and
2nd Street NE from 5th Avenue N and Blake Road, including concrete curb and gutter installation
and storm sewer improvements and all necessary appurtenances, and
WHEREAS, plans and specifications for City Project No. 07-10 have been prepared by
Bolton & Menk, Inc. and have been presented to Council for approval, and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. Such plans and specification, a copy of which are attached hereto and made a part
hereof; are hereby approved and ordered placed on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such
improvement under such approved plans and specifications. The advertisement shall
be published three times, at least three weeks before date set for bid opening, shall
specify the work to be done, shall state that bids will be received by the clerk until
10:00 a.m., on the 13th day of May, 2008, at the City Hall and that no bids shall be
considered unless sealed and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of
such bid.
3. The clerk and city engineer are hereby authorized and instructed to receive, open,
and read aloud bids received at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids and award of contract at the regular
City Council meeting of May 20, 2008 in the Council Chambers.

RESOLUTION RELATING TO PARKING RESTRICTIONS
MINNTONKA MILLS ROAD FROM FIFTH AVENUE NORTH TO
400 FEET EAST OF HERMAN TERRACE
CITY PROJECT 07-10
WHEREAS, THIS RESOLUTION was passed this 15th day of April, 2008, by the City
of Hopkins in Hennepin County, Minnesota. The Municipalcorporation shall hereinafter be
called the "City",
WITNESSETH:
WHERAS, the "City", has planned the improvement of Minnetonka Mills Road and 2nd
Street NE, State Aid Route No. 132-350 from 5th Avenue North to Blake Road; and
WHEREAS, the "City" will be expending Municipal State Aid Funds on the
improvements of this Street; and
WHEREAS, this improvement does not provide adequate width for parking on both
sides of the street; and approval of the proposed construction as a Municipal State Aid Street
Project must therefore be conditioned upon certain parking restrictions.
NOW, THEREFORE, BE IT RESOLVED, by the City Council ofthe City of Hopkins,
Minnesota, that the "City" shall ban the parking of motor vehicles on both sides of Minnetonka
Mills Road, State Aid Route No. 132-350 from 5th Avenue North to 400 feet East of Herman
Terrace at all times.
