VII.2. 325 Blake Road Update MEMORANDUM TO: Honorable Mayor and Hopkins City Council Members FROM: Kersten Elverum, Director of Planning & Development DATE: June 16, 2020 SUBJECT: 325 Blake Road Update Purpose At the June 16, 2020, Hopkins City Council meeting, staff will provide an update on the recent discussions and action taken to advance the redevelopment of 325 Blake Road. Summary Representatives of the City of Hopkins and the Minnehaha Creek Watershed District have been meeting over the past several months to discuss the process for moving forward with redevelopment of 325 Blake Road. Through these discussions and work between meetings, a framework for a process and clarity around the vision has begun to form. There is a belief that this foundation will allow for the partners to move forward with shared guiding principles, vision and communication channels for this important project. Based on the last meeting of the subcommittee, the following next steps were identified: · MCWD will draft a cooperative agreement, similar to our joint efforts for Cottageville Park, that uses the draft development process and decision matrix documents as the foundation; · City staff and Ehlers will frame a rough timeline for the draft development process and decision matrix that can be incorporated into some of the previously complete scheduling; Planning & Economic Development · Joint staffs will revisit the vision document to begin framing for the next liaison group and will send the first draft to Councilmember Hunke; · Both agencies will provide a progress report to their respective Boards/Councils in early-to- mid June Next Steps Staff will look for concurrence that staff and the subcommittee are on the right track with the vision for the site and the process for moving through developer selection. It is anticipated that will lead to a shared vision document and a cooperative agreement between the City and MCWD. Staff is intending to bring both of those documents forward for consideration at the July 14, 2020, City Council meeting.
