Authorize Engineering Study - Cambridge. Street
Proposed Action
Staff recommends adoption of the following motion: Move that Council authorize staff
to conduct an engineering traffic study of the Cambridge Street area.
Overview
On September 10, 2007, the residents of Cambridge Street have filed a petition with the
City asking that traffic calming measures be investigated to reduce volume and speed of
traffic on Cambridge Street. Since that time, the Police Department has met with the
residents three times, and I have met with them once. After that last meeting, it was
decided that an engineering traffic study of the issues was warranted due to the
complexity of the issues and possible solutions.
In accordance with Legislative Policy 8-A, the study needs to be authorized by the
Council. The. study will be completed by staff within 4 to 6 weeks of authorization.

Dear Mr. Reed and Mr. Getschow,
We, the residents of the 1400 blocks of Cambridge and Oxford streets would like to thank you for the increased presence of the
Hopkins police department. We understand that there is a study of the Blake road corridor and we appreciate the adjustments to
the size of the department that has allowed more frequent patrols and improved response time to calls in our community.
We also recognize that the department has set up the radar trailer several times to make drivers more aware of their speed.
However, this is not having the impact we had hoped for. Although the trailer posts 30 MPH as the limit, we notice that much of
the issue exists with drivers speeding up on the hill near Texas Avenue. The posted limit here is actually 20 MPH. Is there anyway to
correct the posted limit on the trailer to match the suggested speed on the hill?
We have approximately 15 or more children under the age of 6 on Cambridge Street alone. With no sidewalks, a narrow road and
increasing amounts of traffic, it is imperative that people respect the posted speed limits. While we appreciate the efforts of the
department thus far, we need to take additional action. We urgently need to consider further measures to protect our community
and our children.
Some suggestions we have discussed are:
. Add permanent sidewalks
. Speed Bumps
. Change traffic flow to one way
. "Children at Play" sign age
. Permanent speed radar sign
As the authority in this type of enforcement, we rely on your expertise to execute solutions to this vexing issue. Furthermore, we
would like to impress upon you the urgency in which action needs to be taken towards a permanent and effective solution.
The attached signatures include all of the members of our community who are in support of this initiative. Please add this issue to
the next City Council Meeting and call me to confirm the date so we may arrange to be present.

POLICY 8-A
REQUESTS FOR TRAFFIC CONTROLS
1. PURPOSE
1.01 The City receives requests from time to time for additional or modified traffic control
measures. This policy is intended to outline policies and procedures dealing with those
requests.
2. REQUESTS
2.01 Requests for traffic controls should be made in writing to the City of Hopkins. The
requests should detail the types of controls desired, problems with the CUlTent controls,
if any, and any additional infonnation needed to explain or justify the request.
2.02 If the request is made to a staff member, the request should be forwarded to the
Engineer. The Engineer shall prepare a memo to the Council indicating the request. The
Council should consider the request and authorize an Engineers study if desired.
2.03 The Engineer, if so authorized, shall prepare an Engineers Report to the Council
indicating the current status of conditions. The level of justification of improvements,
the cost of providing improvements and recommending action on the request.
2.04 The Council upon receiving the repOli shall have discretion to ultimately decide on the
action to be taken and so instruct staff.
2.05 Upon COUllCil action, an official response to the requester shall be drafted by the
Engineer and forwarded to the requester.
