SEPTEMBER 15, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, September 15, 2020 at 7:00 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Director of Planning and Economic Development
Elverum, City Attorney Riggs, City Planner Lindahl and Finance Director Bishop.
Mayor Gadd provided information on the meeting format and other opening remarks.

Motion by Brausen. Second by Beck.
Motion to Adopt Agenda.

PRESENTATIONS
III.1. LMC Excellence Award; Specken
Fire Chief Specken and Fire Marshal Grniet provided information about the Sound Off
Program implemented by the Fire Department. Dave Unmacht, LMC Executive Director
and Brad Wiersum, LMC President were in attendance to present the Hopkins Fire
Department with an excellence award for their work on fired education safety.
III.2. Update from Commissioner Jan Callison; Mornson
Jan Callison, outgoing Hennepin County Commissioner for District 6, provided updates
to the City Council. In honor and appreciation of Commissioner Callison’s service, the
City Council presented her with a proclamation and a Cultivation of the Raspberries
print.
CONSENT AGENDA
Council Member Hunke questioned the electronic signs item wondering if staff
researched if the dynamic sings could be programmed so that their message would not
change overnight. If so, was that language included in the ordinance. Mayor Gadd
stated that while the signs could be programmed to not change overnight, the current
ordinance does not include the option to change signs overnight. No proposed
ordinance amendments were suggested by the City Council.
Motion by Halverson. Second by Brausen.

NEW BUSINESS
VII.1. Cooperative Agreement with the Watershed District; Elverum
Sherry White and Gene Maxwell both Minnehaha Creek Watershed District (MCWD)
board members participated virtually. Director of Planning and Development Elverum
provided a summary of Council Report 2020-066 requesting approval of a Cooperative
Agreement for the Coordinated Planning, Improvements and Development for 325 Blake
Road with the MCWD.
Council Member Hunke thanked Ms. White and Mr. Maxwell along with staff for being part
of the team in developing a good agreement and vision statement. He supported the
creative ideas. Council Member Brausen concurred with Mr. Hunke’s comments and
accolades for the MCWD Board Members and staff, City staff and those who provided
public comment. Mayor Gadd also recognized all the comments received. Ms. White
thanked the City Council and staff for collaborating with the MCWD on the site.
Motion by Hunke. Second by Beck.
Motion to approve the Cooperative Agreement for the Coordinated Planning,
Improvements and Development for 325 Blake Road between the Minnehaha
Creek Watershed District and the City of Hopkins.

Nays: None. Motion carried.
VII.2. 2021 Preliminary Budget and Tax Levy and Preliminary HRA/EDA Levy;
Bishop
Finance Director Bishop provided a summary of Council Report 2020 -064 the action to
set a maximum levy for 2021, set debt levies at amount sufficient to pay debt service
requirement taking into consideration other revenue sources and fund reserves, approval
of the proposed 2021 general fund budget and set the Truth in Taxation hearing for
Monday, November 30, 2020.
Mayor Gadd thanked staff for preparing the budget. Council Member Brausen
appreciated that a budget schedule was provided for residents. Council Beck thanked
staff for moving the budget hearing date. He requested data on park usage information.
Discussion was held about making the levy amount lower during the next discussions
while considering short and long term impacts.

Motion by Beck. Second by Brausen.
Motion to approve Resolution 2020-045 Approving Proposed 2021 tax levy, debt
service levies at levels under those required in bond covenants, proposed
general fund budget, and setting budget meeting dates.
Ayes: All.
Nays: None. Motion carried.
Motion by Brausen. Second by Hunke.
Motion to approve Resolution 2020-046 Approving proposed 2021 HRA tax levy.
Ayes: All.
Nays: None. Motion carried.
ANNOUNCEMENTS
Mayor Gadd shared that the next regular City Council meeting will be on Tuesday,
October 6 at 7 p.m.; dates of the Public Works bulk drop-off event; and information on the
HREI event Jim Crow of the North.
ADJOURNMENT
There being no further information to come before the City Council and upon a motion
by Beck, second by Halverson, the meeting was unanimously adjourned at 8:27p.m.
