Order Public Assessment Hearing
2020 Miscellaneous Special Assessments
Proposed Action:
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2020-
048, Resolution for Hearing on Proposed Assessments, 2020 Miscellaneous Special
Assessments.
Overview:
Each year the City Council considers assessing delinquent utility bills, delinquent invoices, and
delinquent citations. Each property owner has received a minimum of two invoices, which have
not been paid, and thus they have been included with this assessment roll.
A provisional assessment roll has been calculated and staff recommends setting an assessment
hearing. Notices of the public hearing will be mailed out to each of the affected property owners
in addition to placing a notice publication in the local newspaper.

Recommendation:
Staff recommends adoption of Resolution 2020-048 that sets an assessment hearing date for

RESOLUTION FOR HEARING ON PROPOSED ASSESSMENTS
2020 MISCELLANEOUS SPECIAL ASSESSMENTS
WHEREAS, the Special Assessment Clerk, has prepared an assessment roll for 2020
Miscellaneous Special Assessments, and
WHEREAS, the City Clerk has notified the Council that such proposed assessments have
been completed and filed in her office for public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF
HOPKINS, MINNESOTA:
1. A hearing shall be held on the 20th day of October, 2020, at 7: 00 P.M. to pass upon
such proposed assessments and at such time and place all persons will be given an
opportunity to be heard with reference to such assessment.
2. Due to the ongoing COVID-19 health pandemic, the City Council meeting place is
not available to the public. Members of the public who deside to monitor the meeting
remotely or give input or testimony during the meeting can find instructions at
www.hopkinsmn.com/virtualmeetings. Additionally, questions or comments related
to the public hearing may be emailed to nbishop@hopkinsmn.com, made by phone at
(952)-548-6330 or mailed to 1010 First Street South, Hopkins, MN 55343. Comments
submitted through these methods must be received by Tuesday, October 20, 2020 at
noon in order to be considered during the hearing.The City Clerk is hereby directed to
cause a notice of hearing on the proposed assessments to be published in the official
newspaper at least two weeks prior to the hearing and to mail notices to the owners of
all property affected by said assessments.
3. The notice of hearing shall state the date, time and place of hearing, and the reason
for the assessment, and that the proposed assessment roll is on file with the clerk and
that written or oral objections will be considered.
4. Miscellaneous Assessments shall be due and payable in full in 1 year and shall bear
interest at the rate of 5 percent per annum from the date of the adoption of the
resolution.
