DECEMBER 15, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, December 15, 2020 at 7:00 p.m. in the Council Chambers at City Hall,
1010 1S' Street South.
Mayor Gadd called the meeting to order with Council Members Brausen, Halverson and
Hunke attending. Council Members Beck participated via virtual means. Others attending
included City Manager Mornson, Assistant City Manager Lenz, Chief Building Official
Kearney, City Clerk Domeier, Community Development Coordinator Youngquist, Director
of Public Works Stadler, Police Chief Johnson, Police Services Liaison Buck, Director of
Planning and Development Elverum and City Attorney Riggs.
Mayor Gadd provided information on the meeting format and other opening remarks.
ADOPT AGENDA
Motion by Brausen. Second by Halverson.
Motion to Adopt the Agenda.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.
PRESENTATIONS
111.1. JCI Hopkins Donation to the Hopkins Police Department Cops `N' Kids
Program; Johnson
Member of the Hopkins JCI virtually presented the Hopkins Police Department with a
$3,000 donation to be used for the Cops N Kids program. Police Chief Johnson along
with the City Council expressed their gratitude.
111.2. U of M Student Projects; Elverum
Director of Planning and Development Elverum provided a summary of the project.
Students from the University of MN Environmental Sciences, Policy and Management
Program presented their end of semester projects. A full copy of the executive
summaries is included in Council Report 2020-102.
CONSENT AGENDA
Related to Item 6. Approve Resolution 2020-066 Authorizing Amendment to Residential
Recycling Grant Agreement with Hennepin County, Council Member Hunke questioned
if the City was exploring opportunities for curbside organic recycling. Mayor Gadd
suggested that staff obtain additional information for an upcoming meeting. Council
Member Beck questioned how other cities handle organic recycling. Director of Public
Works provided more information about organic recycling in Hopkins. He anticipated
further discussion at the June 12 work session.

NEW BUSINESS •
VI1.1. First Reading: Ordinance Repealing Chapter 20, Article II of the Hopkins City
Code regarding Truth in Housing; Kearney
Chief Building Official Kearney provided a summary of Council Report 2020-099
requesting first reading of Ordinance 2020-1161. Staff is recommending a repeal of
Chapter 20, Article II in order to end the Truth in Housing program.
Council Member Brausen questioned if it would be an option to keep the program and
have the evaluator do the subsequent inspections. Mr. Kearney stated it was an option
but that most evaluators will not want to do follow up inspections without a cost. He
also spoke of the logistics.
Mayor Gadd questioned the detail of the inspections. Mr. Kearney stated that private
home evaluators do a more in depth, detailed inspection.
Council Member Beck stated he received a call from an evaluator that supported the
program. Mr. Beck supported moving forward with the ordinance.
Assistant City Manager talked about the rental housing program that is currently
suspended. She noted that staff will be back in those places to do inspections in the
future.
Motion by Hunke. Second by Beck.
Motion to adopt for first reading Ordinance 2020-1161 An Ordinance Repealing
Chapter 20, Article II of the Hopkins City Code Regarding Truth in Housing.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.

ANNOUNCEMENTS
Council Member Hunke provided an update on the zoning code update. The City Council
shared their holiday wishes and encouraged all to support the local businesses. Mayor
Gadd stated that the next regular next regular meeting will be on January 5 at 7 p.m.
ADJOURNMENT
There being no further information to come before the City Council and upon a motion
by Brausen, second by Halverson, the meeting was unanimously adjourned at 8:37 p.m.
