MINUTES OF THE HRA REGULAR MEETING PROCEEDINGS TUESDAY, FEBRUARY 2, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and Redevelopment Authority was held partially in person in the Council Chambers at Hopkins City Hall and also by conference call, pursuant to Minnesota Statute 13D.021 in response to the COVID-19 emergency on Tuesday, February 2, 2021 at 7:00 p.m. Mayor Gadd called the meeting to order with Commissioners Halverson, Hunke, Beck and Brausen attending. Also present were Executive Director Mike Mornson and Assistant Executive Director Kersten Elverum. CONSENT AGENDA Motion by Beck Second by Halverson Motion to approve the Consent Agenda. 1. Approve Minutes of the January 5, 2021, regular meeting 2. Approve Disbursements through January 22, 2021 Ayes: 5. Nays: 0. Absent: 0. Motion carried. With approval of this motion, staff will complete the Operating Subsidy documents and make them available to HUD for their review, adjustment and approval. Overview Each year the HRA is required by the Department of Housing and Urban Development (HUD) to develop and approve a budget for the operation of the 76 units of Hopkins HRA-owned Public Housing at Dow Towers. HUD currently distributes Operating Subsidy based on the calendar year rather than the HRA fiscal year. In addition to preparing the fiscal year budget, HUD annually requests the submission of the Operating Subsidy Calculation. When Congress determines the amount of funding for public housing programs, we will be notified of the actual amount. For 2021, we will receive Operating Subsidy funding from HUD to assist in the general operations at Dow Towers. Currently, we are anticipating receiving approximately 95 percent of federal Operating Subsidy. This year HUD has developed a new method to submit the Operating Subsidy and has requested it be reviewed and approved by resolution. Approve the action as recommended by staff. 2.
