Minutes of the March 2, 2021 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 2, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, March 2, 2021 at 7:09 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson and Hunke attending. Others attending included City Manager Mornson, Assistant City Manager Lenz, Director of Public Works Stadler, Finance Director Bishop, Director of Planning and Development Elverum, City Engineer Stanley, City Clerk Domeier and City Attorney Riggs. Mayor Gadd provided information on the meeting format and other opening remarks. ADOPT AGENDA Motion by Brausen. Second by Beck. Motion to Adopt the Agenda. Ayes: Beck, Brausen, Halverson, Hunke, Gadd. Nays: None. Motion carried. PRESENTATIONS III.1. Update from Hennepin County Commissioner Chris LaTondresse; Gadd Hennepin County Commissioner Chris LaTondresse provided an update to the City Council. Mayor Gadd looked forward to working with Hennepin County constructing SWLRT and evaluating parking options at the Shady Oak station. Mayor Gadd also talked about the importance of partnering for public safety, housing, economic development and diversity/inclusion efforts. Council Member Brausen appreciated hearing that the Commissioner LaTondresse visited local businesses. Mr. Brausen requested that Commissioner LaTondresse provide another update in October. Council Member Hunke talked about opportunities for small businesses, housing and the climate action plan. CONSENT AGENDA Council Member Halverson question if under Item 7 Approve Contract with Republic Services for Residential Curbside Recycling Services for 2021-2026 Term there will be change in carts. Director of Public Works stated that a cart change will occur and that staff has been communicating this effort. Brief discussion was held regarding the recycling changes. Mayor Gadd talked about the cost to the City for Item 6 Cooperative Construction Agreement with MNDOT Trunk Highway 7/Hopkins Crossroad Improvements. Mr. Stadler provided a brief description of the project and costs. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 2, 2021 Motion by Halverson. Second by Hunke. Approve Agreement for Purchase of Services between City of Hopkins and Hennepin County Department of Community Corrections and Rehabilitation; Stadler 3. Approval of 2021-2022 Union Contract with AFSCME; Lenz 4. Ratify Checks Issued in February 2021; Bishop 5. Resolution approving issuance of a Premise Permit for Lawful Gambling to be Conducted by The Hopkins American Legion Women’s Auxiliary at John Wilb er Moore Hopkins American Legion Post 320 located at 10 - 12th Avenue South; Domeier 6. Cooperative Construction Agreement with MNDOT Trunk Highway 7/Hopkins Crossroad Improvements; Stanley 7. Approve Contract with Republic Services for Residential Curbside Recycling Services for 2021-2026 Term; Stadler Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. NEW BUSINESS VII.1. 2021 Mission and Goals – Hopkins City Council; Mornson City Manager Mornson provided a presentation on the 2021 Mission and Goals outlining the background and strategies Mayor Gadd noted the number of cities that have goals and strategic plans and appreciated that Hopkins was forward thinking. Mayor Gadd stated he was proud of Goal 3: Take It To Them and the community engagement efforts by staff. Council Member Brausen also talked about community engagement and used the street project open houses as an example. He also provided history on community engagement efforts and the more recent changes in government transparency. Council Member Hunke noted the efforts to support a vibrant business community. He looked forward to adopting the new zoning code as part of the comprehensive plan. He also looked forward to working on more sustainability and diversity/inclusion on the Boards and Commissions. Mayor Gadd commented that the listed goals and strategies are not the only items the City works on all year. The proposed goals are an on-going, living document. Council Member Hunke asked Assistant City Manager Lenz to provide more information about the goals related to the diverse population. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 2, 2021 ANNOUNCEMENTS Mr. Mornson provided a snapshot of possible upcoming meeting discussions. Mayor Gadd provided the upcoming meeting schedule, information about the board and commission recruitment and Hopkins Empty Bowls event.
