Resolution Amending Fees in Appendix A of the Hopkins City Code
Proposed Action
Staff recommends adoption of the following motion: Move to adopt a Resolution 2021-011
Amending Fees in Appendix A of the Hopkins City Code.
The proposed resolution establishes logical and defensible fees for dog licenses.
Overview
Staff has been reviewing process improvements over the past year and evaluating the cost benefit
of various services. One area there is an opportunity for efficiency with minimal impacts is by
eliminating the tier style dog licensing and switching to a one-cost license valid for the length of
the rabies vaccination. Staff spends a lot of time explaining the fee structure and issuing refunds
for incorrect payments. Staff is proposing a $22.00 dog license fee that will run consecutively
with the rabies vaccination. No other fees related to dog licensing are being changed.
Residents will have the opportunity to purchase licenses by completing an online form, uploading
a copy of the rabies vaccination certificate, and making an online payment. Once the City
receives the required information, staff will mail the dog license to the resident. Staff will also
send reminders to residents when their dog licenses are close to expiring and need to be renewed.
Residents will still have the option to complete this process in-person at City Hall.
Licensing provides the City with a method of ensuring dogs are properly vaccinated against
rabies. Additionally, dog owners received tremendous value from a license in that authorities
make every effort to return lost dogs to their homes when they are wearing a current license. All
other dogs are transported to the animal hospital where impounding and boarding fees are
charged.

RESOLUTION AMENDING FEES IN APPENDIX A OF THE HOPKINS CITY CODE
WHEREAS, the City of Hopkins has reviews Appendix A of the Hopkins City Code in order to
establish logical and defensible fees; and
WHEREAS, the City of Hopkins has found certain fees and rates in need of adjustments and is
hereby amended to add the double-underlined language and delete the stricken language as
follows:
Appendix A - Animals
Dogs, spayed or neutered - one year $12.00
Dogs, spayed or neutered - two years $18.00
Dogs, spayed or neutered - three years $20.00
Dogs, spayed or neutered $22.00 – valid per length of rabies vaccination
Dogs, not spayed or neutered $30.00 – per year
Duplicate animal tag $7.00
Impound fee (1st offense) $35.00
Impound fee (2nd offense) $45.00
Impound fee - additional offenses # of times animal impounded * $35.00
Boarding fee $40.00
NOW, THEREFORE BE IT NOW RESOLVED, by the City Council of the City of Hopkins
that it adopts the fee adjustments as outlined above effective March 16, 2021.
