GreenCorps Member Host Site Application; YoungquistMarch 16, 2021 Council Report 2021-032 GREENCORPS MEMBER HOST SITE APPLICATION Proposed Action Staff recommends adoption of the following motion: Move to approve Resolution 2021-012 authorizing an application to the Minnesota Pollution Control Agency to Host a GreenCorps Member for the 2021-2022 Program Year. Overview The Minnesota Pollution Control Agency offers a Minnesota GreenCorps program in which organizations can apply to host a GreenCorps member to move environmental projects forward. A GreenCorps member would serve approximately 40 hours per week from September 2021-August 2022. Host organizations do not pay the GreenCorps member’s wages or a fee to participate in the program, but are expected to provide supervision, a workspace, computer, and other resources for the GreenCorps member to accomplish their projects. GreenCorps projects must fit into one of four focus areas, including reducing air pollution; green infrastructure improvements; waste reduction, recycling, and organics management; and community readiness and outreach. In 2020, students in the Environmental Sciences, Policy and Management capstone course at the University of Minnesota prepared reports and recommendations for a resilient, equitable, and sustainable Hopkins. Many of the recommendations included engaging with the community to provide outreach and education related to sustainability issues. The GreenCorps projects would be designed to focus on community readiness and outreach, which would help implement some of the university’s recommendations. By hosting a GreenCorps member, the City could advance the 2040 Comprehensive Plan’s emphasis on sustainability as well as the City’s mission to Inspire, Educate, Involve, and Communicate. Supporting Information • Resolution 2021-012 ________________________________________ Jan Youngquist, AICP Community Development Coordinator Financial Impact: $_____0____Budgeted: Y/N ___ Source: __________ Related Documents (CIP, ERP, etc.): _______________________________________ CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2021-012 RESOLUTION AUTHORIZING AN APPLICATION TO THE MINNESOTA POLLUTION CONTROL AGENCY TO HOST A GREENCORPS MEMBER FOR THE 2020-2021 PROGRAM YEAR WHEREAS, the City of Hopkins intends to submit an application to host an AmeriCorps member from the Minnesota GreenCorps, a program of the Minnesota Pollution Control Agency (MPCA), for the 2021-2022 program year; and WHEREAS, if the MPCA selects the City of Hopkins, the organization is committed to implementing the proposed project as described in the host site application, and in accordance with pre-scoped position description; and WHEREAS, the MPCA requires that the City of Hopkins enter into a host site agreement with the MPCA that identifies the terms, conditions, roles and responsibilities; BE IT RESOLVED THAT the City Council of Hopkins hereby authorizes the City Manager to submit an application to the MPCA to host a GreenCorps Member; agrees to enter into and sign a host site agreement with the MPCA to carry out the member activities specified therein and to comply with all of the terms, conditions, and matching provisions of the host site agreement; and authorizes and directs the Mayor and City Manager to sign the grant agreement on its behalf.
