Approve Change to 10th Avenue South On-street Parking
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
a chanae to 10th Avenue South on-street parkina to replace the existina nine
anale parkina stalls with parallel parkina stalls.
Overview.
There are nine 60 degree angle parking stalls on the west side of 10th Avenue
just south of Mainstreet. These are the only remaining angle stalls in the
downtown area with the exception of the angle stalls on the east side of 10th
Avenue between Mainstreet and 1st Street North where the road was widened as
a part of the Lot 500 and 600 reconstruction project. The 10th Avenue angle
parking area south of Mainstreet creates traffic problems because the road is not
wide enough to allow parked cars to safely back out of the stalls. This is
compounded by the close proximity of the Mainstreet intersection. Staff has
notified the area business owners and the property owners of the proposed
parking change and has received no comments. If approved, city staff will black-
out the existing angle stalls and paint parallel stall markings. This would be done
by May 31. The change will result in the loss of four parking stalls.

Dear 10th Avenue South Business/Property Owner:
The City intends to change the current on-street angle parking area on the west side of
10th Avenue just south of Mainstreet to parallel parking (see attached aerial
photograph). The current configuration causes safety problems with traffic flow
frequently causing drivers to have to cross the centerline. Additionally, drivers using the
angle parking have to back into oncoming traffic very near the Mainstreet intersection
often with poor visibility. The change to parallel parking will result in the loss of five
parking spaces. The City will re-mark the parking stalls to the parallel configuration as
soon as weather permits, probably by June 2006.
