CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, March 16, 2021 at 7:00 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, Director of Public Works Stadler, Finance Director Bishop, Director of
Planning and Development Elverum, Community Development Coordinator Youngquist,
City Clerk Domeier and City Attorney Riggs.
Mayor Gadd provided information on the meeting format and other opening remarks.

Motion to Adopt the Agenda.

PRESENTATIONS
III.1. 325 Blake Road Update and Information Sharing; Elverum
James Wisker with the MCWD provided an update on the 325 Blake Road redevelopment
process and highlighted the collaborative process. Other MCWD representatives present
included Michael Hayman, Gabe Sherman, Arun Hejmadi, Keith Dahl and Sherry White.
Council Member Brausen requested that the video presentation be made available to the
public.
HDR representatives Amy Shahar, Craig Churchwar and Kaia Nesbitt provided an
opportunity to provide feedback on the project’s restoration and redevelopment.
Discussion was held about what makes the B lake Road Corridor special, potential
contributions to the quality of life going forward , the complimentary features to the
Downtown, relation to the comprehensive plan, the economic components, site goals,
and events or overall experiences that could be part of the project, affordable housing
options, quality development and priorities.

NEW BUSINESS
VII.1. Second reading of Ordinance 2021-1163 rezoning the property at the
southwest corner of Mainstreet and 6th Avenue South; Lindahl
City Planner Lindahl provided a summary of the memorandum included in the meeting
packet. The applicant, Dan Walsh with Trellis Community Housing Corporation, provided
an update and proposed timeline for the project. Brief discussion was held about the
marketing of the project, the progress of the project, and the collaboration with s taff and
the applicant.
Motion by Beck. Second by Brausen.
Motion to adopt Resolution 2021-014 approving the second reading of Ordinance
2021-1163 rezoning the property at the southwest corner of Mainstreet and 6th
Avenue South (PID 24-117-22-43-0240) from B-2, Central Business District to B-
2, Central Business District with a Planned Unit Development.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.
Motion by Hunke. Second by Halverson.
Motion to approve the Raspberry Ridge II Planned Unit Development (PUD)
Agreement and authorize the Mayor and City Manager to enter into this
agreement.

Nays: None. Motion carried.
VII.2.Award the Sale of $8,425,000 General Obligation Bonds, Series 2021A; Bishop
Finance Director Bishop provided a summary of Council Report 2021-033. The 2021A
bond issue will fund two projects: a portion of the 2020/2021 street improvement project
and mill & overlay in the Knollwood neighborhood. The bond issue will be utilized in the
PIR, water, sewer and storm sewer funds. Keith Dahl with Ehlers & Associates was
present to share the results of the bond sale.
Motion by Beck. Second by Brausen.
Motion to adopt Resolution No. 2021-013 awarding the sale of General Obligation
Bonds, Series 2021A, in the original aggregate principal amount of $8,178,000;
fixing their form and specifications; directing their execution and delivery; and
providing for their payment.

VII.3. Fourth Quarter Financial Report; Bishop
Finance Director Bishop provided the fourth quarter financial report including the
preliminary and unaudited results. He provided information on the general fund, special
revenue funds and enterprise funds.
Discussion was held about the Financial Management Plan options. Mayor Gadd
suggested taking a pause on projects after the 2022 project. Council Members Brausen
and Beck agreed to explore the option. Concerns were raised regarding the construction
near the Raspberry Ridge project. The City Council supported using franchise fees to
pay for the debt service. Further debate was held about the use park dedication fees.
Director of Public Work Stadler provided an update on park projects and the proposed
street projects for 2022. Mr. Stadler stated a decision on street projects should be made
by the end of April for bid purposes. The City Council supported moving forward with the
feasibility report. Discussion ensued regarding the Hopkins Center for the Arts. Council
Member Beck suggested paying the debt down faster by using the funds not currently
allocated. The City Council supported budgeting to reduce the deficit by $60,000 year
and exploring other ideas to reduce the debt.
VII.4. Resolution Condemning the Use of Discriminatory Covenants, and Approving
Participation in the Just Deeds Coalition; Lenz
Assistant City Manager provided a summary of Council Report 2021-030. The resolution
proposed allows the City to join the Just Deeds Coalition. The City of Golden Valley has
been working with a volunteer group called Just Deeds to partner to offer residents
resources to renounce the racially restrictive covenants from their properties. By joining
the Just Deeds Coalition, Hopkins will be a participating city and share resources with the
community related to the project.
The City Council thanked Ms. Lenz for bringing this project forward and the resources
available to residents.

Motion to adopt a Resolution 2021-010 Condemning the Use of Discriminatory
Covenants, and Approving Participation in the Just Deeds Coalition.

Brausen, second by Hunke, the meeting was unanimously adjourned at 9:30 p.m.
