Proposed Action. I
Staff recommends the following motfon: Move to approve Resolution ,04...28, approving a
preliminary/final plat for the property north of the United Methodist Church.
At the Zoning and Planning meeting,! Mr. Kjos ITlovedand Mr. Paul seconded a motion to
approve Resolution RZ04- 7, recommending approval of a preliminary/final plat for the property

north of the United Methodist Church. The motion was approved unanimously. .

The applIcant, Halley's Custom Homes; lnc" IS proposmg to construct 18Jor-sale, one and two-
bedroom condos north of the Hopkins ~ethodist Church located on Highway 7. The subject lot
currently has the church located on the ~outh side and a parking lot onthe north side of the site,
The church does not need the additiqnal parking, and it appears that their parking can be
accommodated on the south side ofthe~ite,
In order for the condos to be constructe~ on the north side of the lot, the lot needs to be divided

into two lots, The applicant has also applied for a rezoning, Comprehensive Plan amendment,
variance fora flag lot and a conditional use permit to construct the building.

The proposed building would be three stories and haye underground and surface parking: The
condo price range will be from $350jOOO to $500,000. The building will be ,marketed for

The zoning of the property is Institution~l. The Comprehensive Plan has designated the site as

Institutional. The applicant has applied for a rezoning and Comprehensive Plan amendment.
. Do the lots meet the zoning requirements?

The minimum lot size in an R-4 zoning~istrict is 20,000 square feet; the new lot will be 53,081
square feet. The minimum lot size for '4n institutional zoning district is 20,000 square feet; the
lot the church will be located on will be 85,195 square feet.

the well building at the north / vybst corner of the property. The Goodrum memo states
that this will be created on th~ final plat. Actually these easements will need to be

drainage & utility easements o~ the final plat.

Madson. Mr. Goodrum's response is in bold along with John Anderson's response. The
easements recorded,. as a separate doculpent will be a condition of approval.
