05-24-2021CITY OF HOPKINS PARK BOARD MEETING MINUTES May 24, 2021 A regular meeting of the Hopkins Park Board was held on May 24, 2021. I. CALL TO ORDER Kyle Kaczmarek, Chairperson called the meeting to order at 6:33 pm. II. ROLL CALL Kyle Kaczmarek asked for a roll call of members present. Present were Park Board members Kyle Kaczmarek, Emma Figgins, Meg Slindee and Anna Pohmer. Park Board members Emma Figgins and Anna Pohmer attended virtually via Zoom video conference. Also present was Steve Stadler, City of Hopkins PW Director/Park Board City staff liaison. III. APPROVAL OF MINUTES Minutes for the April 26, 2021 Park Board Meeting_ Kyle Kaczmarek made a motion to approve the minutes, seconded by Meg Slindee. The motion passed with a 4-0 vote. IV. BUSINESS A. Exploring Hopkins' Parks — Valley Park and Nine Mile Creek Regional Trail The Board members reviewed and discussed the draft Valley Park activity sheet created by Emma Figgins. Discussion initially centered on completing the front page discovery, fun fact and word search sections. The Board then discussed the back page aerial map/park attribute section and decided to use the map as another interactive activity to highlight the layout of the park along with the various park features. Emma Figgins will make the revisions and send another draft document for final review in about a week. B. Parks Capital Improvement Plan 2022-2026 Stadler reviewed with the Board members a Park Improvement Fund working capital report which included proposed 2022-2026 park improvement projects. Stadler informed the Board that the Shady Oak Beach picnic shelter is being rehabbed with new roofing and paint/stain and will be completed early next week. That work represents the only 2021 park capital improvements — the work will be funded by both the City of Hopkins and the City of Minnetonka, the Hopkins cost is $10,000. After discussion, the Board agreed with the proposed 2022 projects — Central Park picnic shelter rehab and Central Park East play equipment — and the year 2023-2026 park projects which focus on play court improvements. The Board members agreed that a joint meeting with the City Council is needed to discuss park needs and future park improvement funding. They expressed interest in meeting in the August or September 2021 timeframe. Stadler will make a request to the City Manager for the joint meeting. -2- C. Other Topics of Interest Steve Stadler updated the Board on the transition plan for the new City staff Park Board liaison and the selection of new Park Board members. The new staff liaison is PeggySue lmihy — she will attend the June meeting and then take over the staff liaison duties at the July meeting. The City Council will be selecting four new Park Board members which will then increase the Board from five to seven voting members. City Council will conduct candidate interviews are on June 1 and the new members will then start at the July meeting. Also, a non-voting youth member will be joining the Board at the July meeting. Youth member interviews are being held on May 25. It was asked what would be the term of the youth member. Stadler will find out and report back to the Board. Stadler then briefed the Board on the 2021 summer activities in the parks. The activities include: Splash pad opening on May 28, Shady Oak Beach opening on June 11, park playground programs at Burnes and Interlachen parks, Rec-on-the-Go programs at Maetzold and Cottageville parks, Cricket camp at Oakes Park, Volleyball and Rugby at Valley Park, Little League State Tournament at Maetzold Field in late summer. Stadler will provide Board members with an information sheet listing the various park activities for this summer/fall. It was mentioned that there is interest in reviewing the park system alcohol policy and to review the reservation process for the parks. Stadler will provide information on both to facilitate a future review/discussion. Steve Stadler mentioned that the next meeting is the third Monday of June — June 21. F. Park Area Assignment Report Kyle Kaczmarek: His parks are active, otherwise, nothing to report (NTR) Emma Figgins: NTR Megan Slindee: NTR Vacant position: Anna Pohmer: Refuse containers are needed near the Maetzold Field play equipment area. V. NEXT SCHEDULED MEETING: The next regular Park Board Meeting is 6:30 pm on Monday, June 21, 2021 at City Hall, 1010 1s' St S. VI. ADJOURNMENT Meg Slindee moved to adjourn the meeting, seconded by Anna Pohmer. On the roll call vote, the motion passed 4-0.
