Acceptance of FEMA Grant and approval of grant expenditures
Proposed Action
Staff recommends approval of the following motion: Move to adopt Resolution No
2004-061 accepting the FEMA Grant and approvinq the qrant expenditures.
This will allow the Fire Department to purchase an interactive fire prevention display
using mostly FEMA grant dollars.
Overview
For 2003 FEMA did two separate grant programs for fire departments. One for general
fire services and one specifically for fire prevention. We applied for both of these
grants. We were turned down for the first grant but we were recently awarded a fire
prevention grant for $19,791.
We proposed an interactive fire prevention display that includes a "Hazard House"
attached to a computer. Participants are able to choose topics of their choice and view
videos on the computer. The "Hazard House" l that resembles a doll house, then shows
the participants what could happen in their own home. Literature encourages them to
go to a web site at a later date to test their knowledge. The program keeps track of
. Hopkins participants and gives us a report on how well our citizens did. Total cost of
the project is $21,990. Hopkins is responsible for 10% which is $2199. This amount
will come out of our general supplies budget.
This equipment is only available from one provider. This is Modeltch International Inc.
in Montreal, Canada
Primary Issues to Consider
o Is this display a benefit to the citizens of Hopkins? Yes. It will help them better
understand good fire safety practices in the home,
o Will there be any ongoing cost to the City of Hopkins after the grant period? No.
The grant covers a two year subscription to the web based evaluation program.
Continuing this service is optional. The display may continue to be used without
this service for as long as we want.

Accepting FEMA Grant and approving grant expenditures
WHEREAS, the City of Hopkins Fire Department has applied for a 2003 FEMA fire
prevention grant; and
WHEREAS, FEMA has seen fit to award the City of Hopkins up to $19,791 to purchase
a fire prevention display; and
WHEREAS, the City of Hopkins believes the effectiveness of fire education within the
City is improved by purchasing this equipment;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota, that we accept the FEMA Grant and approve the expenditures as outlined in the grant
proposal.

Homeland Security Announces Fire Prevention and Safety Grants
103 Fire Departments and Organizations to Receive Over $3.8 Million in First Responder Funds Administered
by FEMA
WASHINGTON, DC - Michael D. Brown, Under Secretary of Homeland Security for Emergency Preparedness
and Response, announced $3.8 million for 103 Fire Prevention and Safety grants that are part of the fiscal
year 2003 Assistance to Firefighters Grant program (AFG), The Fire Prevention and Safety aspect of the AFG
program reserves the highest priority for projects focusing on the prevention of fire-related injuries to
children. Many of these awards represent innovative solutions for the delivery of fire prevention activities
throughout the United States.

. "These awards are incredibly critical when you consider they go toward the prevention of fire-related injuries
to our children," said Brown. "President Bush, Secretary Ridge and I want to make sure that all of our families
and communities are safer by providing our first responders with the necessary tools and equipment to do
their jobs."
The Fire Prevention and Safety program is the non-competitive portion of the Assistance to Firefighters Grant
program. The grants are made available to fire departments and other organizations, especially national,
state, local, and community organizations that are recognized specifically for their experience and expertise in
fire prevention or safety programs and activities.
The fiscal year 2003 AFG program is administered by the U.S. Fire Administration (USFA), part of the Federal
Emergency Management Agency (FEMA), and assists rural, urban and suburban fire departments throughout
the United States. On June 4, 2004, Homeland Security's Office of Domestic Preparedness began distributing
funds for the fiscal year 2004 AFG program.

On March 1, 2003, FEMA became part of the U.S, Department of Homeland Security. FEMA's continuing
mission within the new department is to lead the effort to prepare the nation for all hazards and effectively
manage federal response and recovery efforts following any national incident. FEMA also initiates proactive
mitigation activities, trains first responders, and manages the National Flood Insurance Program and the U.S.
Fire Administration.
