Gena Mainstreet Cafe Inc., dba Serenity Cafe
Proposed Action
Staff recommends adoption of the following motion: move to approve the application
for on-sale Liquor License and an on-sale Sunday liquor license for Gena Mainstreet
Cafe Inc. dba Serenity Cafe with the conditions that a new certificate of insurance
showinq liquor liability be submitted to the Clerk's office prior to issuance and that the
Police Department finds no reason to deny.
Overview
The applicant has opened the Serenity Cafe at 811 Mainstreet. In September, the
Hopkins City Council approved a wine and 3.2 beer license which included strong beer.
The applicant now wishes to be approved for a full on-sale liquor license.
In September, the applicant paid $1500 for wine and 3.2 beer licenses. The On-sale
Liquor license is $7500. The previous fee of $1500 was subtracted from the On-sale
fee leaving a balance of $6000. That fee was then prorated, by quarter, according to
ordinance, for a total of $4500. Another $200 was charged for Sunday liquor. The
$500 investigation fee, which was paid in September, would include any further
investigation work done by the Hopkins Police Department.

SUBJECT: 2004 Hopkins Community Image Awards
It is time to present the awards for the 2004 Hopkins Community Image Awards. The awards
are given annually to individuals and businesses that have made a visual improvement to their
property or have demonstrated continued superior maintenance of their property, which in turn
has a significant positive impact on the image of the City of Hopkins.
. Nominations for this year's awards were accepted throughout the year, and the five-member
HCIA Review Committee has recently reviewed those nominated properties and made their
selections. Five properties and their owners were recommended to receive awards, which will be
presented at the December 7, 2004, Hopkins City Council Meeting. A wards consist of a
commemorative plaque and a gift certificate for Bellisimo (located at Marketp]ace Lofts). The
following homes/owners will receive Community Image Awards:
SINGLE-FAMILY RESIDENTIAL
Ten}' and Lonie Eiswald - 242 Eighth Avenue North
This property received two nominations. One nominator stated that the Eiswalds have personally
worked on their home for several years, recently completing the landscaping in the front yard and formal
gardens throughout the yard, including a pergola in the backyard. It is a very well maintained home.
Some of the judges' comments included "chamling, pride shows through in the care in design" and
"beautiful propeliy-should be an inspiration to others."
Mark and Beth Jones - 310 Seventh Avenue North
The Joneses built a two-story addition to their well-maintained home, added a two-car garage, a garden
in the front yard and a patio and garden in the back. The judges commented on the "nice use of brick for
the addition," the "very nice landscaping" and the "nice choice on roof color."

Marketplace Lofts - The Cornerstone Group
This redevelopment project encompasses one block on Mainstreet. The developer incorporated the City
design standards and architectural elements of the downtown area into the great design of the project.
The brick exterior presents a quality appearance to the building. The result is a substantial
improvement over what previously existed on this block. Judges'comments included "What a positive
impact this has made for our downtown! Love it!" and "great addition."
COMMERCIAL
] Olh A venue Properties, LLC, Pamela Paul
This property was nominated for its "high degree of design and renovation." The judges noted the
great improvement in overall appearance and the tasteful landscaping on the small yard.
Frame Design Courtyard, John Cooley
John and Robin Cooley designed, planted, and cared for this comiyard, which is an oasis of colorful,
blooming !lowers in planters and pots at the rear entrances of businesses on Mainstreet near the comer
of 10th A venue. The cOUliyard is visible frol11 10th A venue and from the much-used public parking lot
. that it abuts. Judges comments included ". . . have always admired . . . inviting and cozy. . . ahvays a
pleasure."
