COMPREHENSIVE PLAN AMENDMENT - CONDOS
Proposed Action.
Staff recommends the following action: Move to adopt Resolution 04-54, approving a
Comprehensive Plan amendment from Commercial to High Density Multiple Family for the
former Hopkins House Hotel.
At the Zoning and Planning meeting, Mr. Kjos moved and Mr. Shohz seconded a motion to
actopt Resolution RZ04-26, recommending approval of a Comprehensive Plan amendment
from Commercial to High Density Multiple Family for the fonner Hopkins House Hotel.
The motion was approved unanimously.
Overview.
Mathwig Development, the applicant, is proposing to convert the fonner tower of the
Hopkins House into 47 residential units. The units will be sold as condominiums. The plan
also indicates razing the building on the east side of the tower and constructing six
townhomes. The applicant is also proposing to add a commercial pad on the south side of the
building. The price range for the condos will be approximately $200,000 to $230,000,
The plat as proposed will divide the residential and retail areas into separate lots. The
. Comprehensive Plan will not be amended for the retail pad.

. How has the Comprehensive Plan designated the subject area?
The Comprehensive Plan has designated the site as Commercial. There is a requirement that
the Comprehensive Plan and zoning be consistent. With the proposed zoning change, the
zoning and the Comprehensive Plan designation will be consistent.
. What is the difference between the Commercial and High Density Residential
designations?
A commercial zoning allows business uses as pennitted uses. The High Density Residential
designation is a high density multiple family building.
. Should the former Hopkins House site Comprehensive Plan designation be
changed?
In looking at the area, the area could be a commercial or a multiple family site, The site
would not be an industrial or a single-family area. The site is surrounded by commercial 011
t\\'o sides and multi family residential on two sides. The Walgreens property does reduce the
visibility from Highway 7 for a retail site.
. . What was the discussion at the Zoning and Planning meeting?
Ms. Anderson stated that with the rezoning of the site, the Comprehensive Plan also needs to
be amended. Jack Boamlan, the architect and Troy Mathwig, the owner of the property,
appeared before the Commission. No one appeared at the public hearing regarding this item.
Altern atives.
1. Approve the Comprehensive Plan amendment. By approving the amendment to the
Comprehensive Plan, the Comprehensive Plan will be amended to a residential
designation,
2. Deny the Comprehensive Plan amendment. By denying the amendment to the
Comprehensive Plan, the Comprehensive Plan will not be amended to a residential
designation. If the zoning is changed and the Comprehensive Plan amendment is not
approved, the zoning and Comprehensive Plan amendment will not be consistent.
3. Continue for further infol1nation. If the City Council indicates that fmiher
i11fo1111ation is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A COMPREHENSIVE PLAN AMENDMENT
FOR THE FORMER HOPKINS HOUSE HOTEL
WHEREAS, an application for Comprehensive Plan Amendment ZN04-11 has been
made by Mathwig Development:
WHEREAS, the procedural history of the application is as follows:
1. That an application for a Comprehensive Plan amendment was made by Mathwig
Development on July 2,2004;
2. That the Hopkins Zoning and Plmming Commission, pursuant to mailed and published
notice, held a public hearing on the application and reviewed such application on July 27,
2004: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff Were considered; and
. 4, A legal description of the subject property is as follows:
Lots I and 2 Block 1 Crossroads Addition
NOW, THEREFORE, BE IT RESOLVED that the application for Comprehensive Plan
Amendment ZN04-11 is hereby approved based on the following Findings of Fact:
1. That the amendment to the Comprehensive Plan will allow a multi residential
development.
2. That with the amendment the Comprehensive Plan and zoning will be consistent.
BE IT FURTHER RESOLVED that application for Comprehensive Plan Amendment ZN04-11
is hereby approved based on the following conditions:
1. That the Metropolitan Council approves the proposed amendment.
2. That the site is rezoned to R-5 PUD.
