Staff recommends the following motion: Move to approve Resolution 04-56, approving a preliminary/final plat for the former Hopkins House site. At the Zoning and Planning meeting, Mr. Paul moved and Ms. Aristy seconded a motion to approve Resolution RZ04-23, recommending approval of a preliminary/final plat for the former Hopkins House site. The motion was approved unanimously, Overview. Mathwig Development, the applicant, is proposing to convert the f0l111Cr tower of the Hopkins House into 47 residential units, The units will be sold as condominiums. The plan also indicates razing the bUl1ding on the east side of the tower and constmcting six townhomes. The applicant is also proposing to add a commercial pad on the south side orthe building. The price range for the condos will be approximately $200,000 to $230,000. The plat as proposed will divide the residential and retail areas into separate lots. . Primarv Issues to Consider. . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The zoning of the property is B-3, General Business. The Comprehensive Plan has designated the site as Commercial. The applicant has applied for a rezoning and Comprehensive Plan amendment for the site of the condos and townhomes to a residential zoning, The retail pad will remain commercial. . Do the lots meet the minimum lot requirements? The minimum lot size in an R-5 zoning district is 24,000 square feet; the new lot will be 54,055 square feet. The minimum lot size [or a B-3 zoning district is 3,000 square feet; the new lot for the retail site will be 12, 046 square feet. . What are the specifics of the plat? The condos and townhomes will be located on one lot and the retail spaces on a separate lot. There will also be drainage and utility casements on all sides for both lots. . Does the proposed plat meet the subdivision requirements? . The proposed subdivision meets the subdivision requirements. . Will a park dedication fee be required? A park dedication fee will be required. The fee will be $800 per unit for the residential units, The fee for the commercial area is based on the value of the land. . What was the discussion at the Zoning and Planning Commission? Ms. Anderson reviewed the plat. No one appeared at the public hearing regarding this item. Alter-natives. 1. Approve the preliminary/final plat. By approving the preliminary/final plat, the applicant will be able to divide the lot as proposed. 2. Deny the preliminary/final plat. By denying the preliminary/final plat, the applicant will not be able to divide the lot as proposed, If the City Council considers this alternative, findings will have to be identified that support this alternative. 3, Continue for [miher infol111ation. Hennepin County, Minnesota RESOLUTION NO: 04-56 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A PRELIMINARY/FINAL PLAT FOR THE FORMER HOPKINS HOUSE HOTEL WHEREAS, an application for a preliminary/final plat SUBD04-3 has been made by Mathwig Development; and WHEREAS, the procedural history of the application is as follows: l. That an application for a preliminary/final plat was made by Mathwig Development, on July 2, 2004; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on July 27, 2004: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal description of the subject propelty is as follows: . Lots 1 and 2 Block 1 Crossroads Addition NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary/final plat SUBD04-3 is hereby approved based on the following Findings of Fact: 1.
