CR 2004-022 Street and Utility Improvements
• February 17, 2003 Proposed Action Staff recommends the following motion: "Move that Council adopt Resolution 2004 -009, Resolution Approving Plans and Specifications, 2004 Street and Utility Improvements, City Project 03 -10, and Authorizing Advertisement for Bids. This action continues an assessable project for street upgrading. Overview At the December 2, 2003, meeting, the I- Iopkins City Council conducted a public hearing concerning street and utility improvements on 1 Street North from 17` Avenue N. to 21 Avenue N. Council authorized the project to proceed allowing the preparation of plans and specifications. A public informational meeting to discuss project issues was held on October 29, 2003. The existing soil below the pavement will be excavated to allow for placement of 6 inches of aggregate base. New concrete driveway and alley aprons will be constructed. A 2 inch base and 1 '/2 inch wear course of bituminous pavement will complete the roadway construction. Pavement striping including yellow skip on the centerline and crosswalks are planned. The elevation of the reconstnicted road will match very closely the existing elevation with the exception of two areas. The west side of the intersection at 18 Ave will be lowered approximately 8 to 12 inches. Because the grade will be changing around this intersection staff has met with each property owner adjacent to the intersection to insure there is a clear understanding of the proposed changes and to hear any special concerns. Utilities Storm sewer upgrades includes replacement of the entire storm sewer system from 18 Ave. to the outlet at the Shady Oak Pond. The existing undersized storm sewer will be replaced with a 36 inch diameter pipe to alleviate flooding problems in the area. Two large intake structures will be placed on the west side of the intersection of 18 Ave. N. and 1 St. N. to provide additional intake capacity. These structures are less likely to clog will leaves and will provide additional security against flooding in the intersection. Watermain improvements include adding valves and replacing hydrants at 18 19 and 20 Avenues N. Additionally watermain will be lowered at 19 Ave. N. to provide clearance for the new storm sewer pipe. Improvements to the sanitary sewer will include reconstruction of the manhole tops and replacement of any pipe disturbed by installation of the storm sewer. The construction cost was estimated to be $480,085 in the feasibility study. The feasibility study estimate includes a 10% contingency. The total project cost, based on the most current engineers estimate, is $653,756, this includes overhead (engineering /administration) costs at 30% and a 5% contingency. This estimated project cost is $5,641 more than the $648,115 that was estimated in the feasibility study. The following table details the calculations of these costs: The project will be funded through a number of sources utility funds, special assessments, and PIR. T16.21260 E \Protects \P03.1013 - planning \BMI 02.12.04 \(engestmod2 xls]ENGINEERS ESTIMATE PAGE 1 Total Construction Cost $214,541.00 $229,576.80 $34,825.00 $478,942.80 • • • CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2004 -009 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS 2002 STREET AND UTILITY IMPROVEMENTS CITY PROJECT NO. 03 -10 WHEREAS, pursuant to a resolution of the City Council adopted the 2nd day of December 2003, plans and specifications were developed for improvements on 1s Street North from 17 Avenue North to 21s Avenue North, (City Project No. 03 -10) including concrete curb and gutter installation, storm sewer replacement and all necessary appurtenances, and WHEREAS, plans and specifications for City Project No. 03 -10 have been prepared by Bolton & Menk, Inc. and have been presented to Council for approval. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specification, a copy of which are attached hereto and made a part hereof; and hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 24th day of March, 2004, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of June 1, 2004, in the Council Chambers.
