Contract Award, Audio-Video Equipment Installation, City Facilities Improvement project
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2004-
011,resolution to-award contract for audio-video systems installation to Dascom Systems Group,
Inc.
Overview.
The City facilities improvement project includes a $300,000 budget for technology and security
improvements, which includes audio and video equipment systems for operation of emergency
operations centers, classroom training and presentations. The technology specialist-consulting
firm of Elert & Associates designed both the Police and Fire Departments' system needs and the
city solicited proposals from qualified contractors. Dascom Systems Group, Inc. had the low base
bid of $24,038.73 and also the lowest bid ($32,556.61) after the preferred alternatives are added.
Elert & Assoc. has worked successfully with Dascom Systems and recommends award to them.
Staff recommends awarding the A/V systems contract to Dascom Systems Group, Inc.
Primary Issues to Consider.
• A/V systems budget and alternatives
The A/V systems bid included several alternatives. Alternatives 1A, 1B, and 1C were for different
styles of projection screens. Alternative 2 is for a document camera similar to what's used in the
City Council chambers. Alternative 3 is a control panel that provides the ability to control all
elements of the A/V system from a single touchpanel. Alternative 4 is simply a permanent
mounting for the projector. The estimated A/V systems cost, including all alternatives was $50,000
($14,500 -police dept, $35,500 -fire dept). The expected total expeditures from the $300,000
technology/security budget is $213,400.

RESOLUTION NO. 2004-011
RESOLUTION FOR AWARD OF CONTRACT
CITY FACILITY IMPROVEMENT PROJECT
Whereas, the City solicited proposals for the installation of audio and video
equipment for presentation and training needs of the Police and Fire, and;
Whereas, seven (7) proposals were received with Dascom Systems Group, Inc.
being the lowest cost, responsive proposal,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA, that Dascom Systems Group, Inc. with a low bid of $32,556.61 is
the lowest responsible bid and the Mayor and City Manager are hereby authorized
and directed to enter into a contract with said bidder for and on behalf of the City.
Adopted by the City Council of Hopkins, Minnesota, this 17th day of February
2004.
