SUBJECT: Multiple street assessments on residential properties
Background
At the December 2. 2003 city council meeting staff was directed to look into options for limiting
exposure to multiple street and alley special assessments on residential properties. We have
researched previous assessments levied since 1991 to determine assessment methods used and map out
properties impacted by those assessments. Additionally we have forecasted areas with potential future
assessments based on the current capital improvement plan. The emphasis of this research is on
residential properties; while some commercial properties are included no special effort was made to
verify the data as it relates to commercial properties.
One suggestion raised at the December 2, 2003 meeting was to defer a new assessment until an
existing assessment has been paid off. This has been considered in the past, but unfortunately state
law, which governs the procedure in which properties are specially assessed for public improvements,
only allows deferment for the elderly. This deferment is available to Hopkins residents affected by
assessments.
Options
Hopkins Public Works Department
Staff has looked at three other options to limit a properties exposure to special assessments. They
include the following:
1. Maximum total dollar amount assessed to a residential property.
2. Maximum per foot frontage rate assessed to a residential property.
3. Maximum total number of special assessments to a residential property within a given period.
