Staff recommends the following motion: Move to adopt Resolution 04 -7, approving to amend the conditional use permit for the monument sign and add an automatic changing sign area at Eisenhower Community Center. At the Zoning and Planning meeting, Mr. Hatlestad moved and Ms. Halverson seconded a motion to adopt Resolution RZ04 -1, recommending approval to amend the conditional use permit for the monument sign and add an automatic changing sign area at Eisenhower Community Center. The motion was approved unanimously. Overview. Last fall Eisenhower Community Center on Highway 7 was approved for a new monument sign. After the sign was approved the zoning ordinance was amended to allow automatic changing signs in the institutional zoning district. Now the School District would like to add an automatic sign area to the monument sign. The conditional use permit for the approved sign has to be amended to allow for : the automatic sign to be added to the monument sign. Primary Issues to Consider. • What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? • What are the requirements for an automatic changing sign in the industrial district? • What are the specifics of the sign? • What was the discussion at the Zoning and Planning meeting? The property is zoned Institutional, and the Comprehensive Plan has designated the property as Institutional. A conditional 'use permit is required for signage in the Institutional zoning district. • What are the requirements for a automatic changing sign in the industrial district? 570.50. Automatic Changing Signs. Automatic Changing signs are allowed in the Institutional zoning district provided: a) A conditional use permit is granted as per Section 570.46. b) The electronic message area shall not exceed more than 50 percent of the sign. c) No more than one automatic changing sign is allowed per site. d) Continuous scrolling or flashing messages are not permitted. e) The electronic message is limited to events on site or community based non - profit announcements. f) The electronic message must be perpendicular to any abutting residential home. The proposed sign meets all of the above requirements. • What are the specifics of the sign? The proposed sign will be 18' x 16'1/2" total with the base. The sign without the base is 5'6" high. The automatic changing area will be located along the top of the sign. The sign will identify Eisenhower Community Center. • What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the change to the approved monument sign. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the sign with the automatic changing area. By approving the sign, the applicant will be able to construct the sign as proposed. 2. Deny the sign with the automatic changing area. By recommending denial of the sign, the applicant will not be able to construct the sign as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. That an application for a conditional use permit was made by Independent School District 270 on January 2, 2004; 2.
