Subject: Excelsior Boulevard Landscape Plan amendment
Public Works Department
Staff would like City Council to consider an amendment to the planned landscaping along Excelsior
Boulevard between Hwy 169 and Blake Road. Specifically, staff would like to eliminate the planting
bed areas north and south of the new roadway between Monroe Avenue and Harrison Avenue. The
construction cost savings by eliminating the plantings is approximately $60,000. There would also be
•avin9s by reducing the future maintenance required in these planting areas.
The primary reason for the requested modification is to reduce the level of landscaping maintenance
required along Excelsior Boulevard. The planting areas require periodic work to remove litter and
weeds, apply mulch and cut back the dead plant material in the fall.
The proposed landscape work within the median areas would remain as this maintains consistency
with the Phase 1 landscape work. As you know, the trees, sod, berms, screen fence and trail are all
installed on the south side of Excelsior Boulevard. Staff believes that the resulting parkway
appearance is a major, and sufficient, aesthetic improvement to the corridor. Staff's received many
positive comments from Presidential Area neighborhood residents on the appearance of the
parkway. Planting areas on the north side of the roadway, if installed, would most likely be only
temporary until redevelopment occurs. The north side boulevards would still be improved with sod,
an irrigation system and trees.
The attached diagrams and spreadsheet shows the proposed planting areas to be eliminated and the
cost savings.
If City Council concurs with this proposal, staff would formally request the contract change at the
January 20 City Council meeting. There has been no contact regarding this proposed change with
area residents or business owners.
