STOP SIGN REMOVAL — NORTH SERVICE DRIVE AND ROBINWOOD LANE
Proposed Action.
Staff recommends the following motion: "Move that Council approve Resolution 2004 -004, Approving
removal of stop signs at the intersection of the Highway 7 North Service Drive and Robinwood Lane."
Overview
As a result of a progression of projects including the redevelopment of the Hopkins House, the
construction of the Walgreens store, and the CSAH 73 & TH 7 project which removed the slip ramp
from TH 7. The resulting intersection includes an East leg and a North leg. With the removal of the
south and west legs of this intersection there is no need to maintain stop signs on the two remaining
approaches.
Details
There currently are 3 stop signs near this intersection, the first is on the westbound lane of the North
Service Drive, the second is on the southbound lane of Robinwood Lane, and the third is on the
driveway to the Hopkins House and Walgreens. The recommendation is to remove the first two listed
above. Because the resulting horizontal curve at the corner has a very small radius, which does not
meet 30 MPH design, signage with advance warning of the curve is needed. Additionally because
Ww h e curve is very sharp we are recommending advisory speed plates displaying 10 MPH be included
ith the turn sign. The large arrow signs beyond the intersection to the south and west will remain in
place. Residents were notified by mail that this issue would be discussed with the City Council at the
January 20, 2004 meeting.
Staff is recommending the Council approval Resolution 2004 -004 directing removal of the stop signs.

Dear Resident:
The City of Hopkins is considering removing two stop signs Located at the
intersection of the North Service Drive to highway 7 and Robinwood Lane (see
map on back). The stop signs are located on the east and north legs of this
intersection. The need for these signs has been eliminated by the removal of the
south leg (slip ramp from hwy 7) and west leg (frontage road near Walgreens).
The stop sign on the east driveway from the Walgreens parking lot will remain
inplace. The City Engineering staff's recommendation is to remover the two stop
signs.
The City Council will discuss this issue at 7:30 PM on January 20, 2004 at their
regularly scheduled meeting held at Hopkins City Hall, 1010 First Street South.

RESOLUTION 2004 -004
RESOLUTION RELATING TO REMOVAL OF STOP SIGNS
HIGHWAY 7 SERVICE DRIVE AND ROBINWOOD LANE
WHEREAS, THIS RESOLUTION was passed this 20th day of January, 2004, by the City of
Hopkins in Hennepin County, Minnesota. The Municipal corporation shall hereinafter be called
the "City ",
WITNESSETH:
WHEREAS, the intersection geometry of Robinwood Lane and the Highway 7 North Ser-
vice drive has changed significantly with the removal of the south and west legs; and
WHEREAS, the existing signage no longer correctly controls traffic; and
WHEREAS, it is in the interest of public safety to display signage appropriate for the road-
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins, Minne-
sota, that:
The "City" shall remove the stop signs on the east and north legs of said intersection and erect
proper signage.
Adopted by the City Council of Hopkins, Minnesota, this 20th clay of January 2004.

RESOLUTION 2004 -006
RESOLUTION ACCEPTING WORK AND ORDERING FINAL PAYMENT
LAKE STREET BRIDGE RECONSTRUCTION PROJECT, PROJECT 99 -03
WHEREAS, pursuant to a written contract signed with the City on August 2, 2000, Lunda
Construction Company has satisfactorily completed construction of the Lake Street Bridge Re-
construction Project, commonly known as City Project 99 -03, in accordance with such contract.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins,
Minnesota, that:
1. The work completed under said contract is hereby declared accepted and approved.
2. Order for final payment on such contract is hereby ordered, taking the contractor's receipt
