PARK BOARD MEETING MINUTES
June 21, 2021
A regular meeting of the Hopkins Park Board was held on June 21, 2021.
I. CALL TO ORDER
Kyle Kaczmarek, Chairperson called the meeting to order at 6:35 pm.
II. ROLL CALL
Kyle Kaczmarek asked for a roll call of members present. Present were Park Board members Kyle Kaczmarek,
Emma Figgins, Meg Slindee and Anna Pohmer. Park Board members Meg Slindee and Anna Pohmer attended
virtually via Zoom video conference. Also present was Steve Stadler, City of Hopkins PW Director/Park Board
City staff liaison and PeggySue Imihy, City of Hopkins Management Analyst.
II1. APPROVAL OF MINUTES
Minutes for the May 24, 2021 Park Board Meetinu:
Emma Figgins made a motion to approve the minutes, seconded by Meg Slindee. Chair Kaczmarek polled
the members and the motion passed with a 4-0 vote.
Steve Stadler introduced Peggy Sue Imihy to the Park Board members. PeggySue was recently hired into the
new position of Management Analyst for the City of Hopkins, one of her duties will be to serve as the new City
staff liaison to the Park Board. PeggySue briefly outlined her experience as a City of Shakopee employee,
including work as a park planner. Her duties as City of Hopkins staff liaison to the Park Board will begin with
the July meeting.
IV. BUSINESS
A. Exploring, Hopkins' Parks
The Board members discussed the possibility of continuing this program with additional family activity sheets
for other parks. The Board members thanked Emma Figgins for her work to -date in designing and creating
the activity sheets for Hilltop and Valley parks. Stadler shared that this page on the City web site has received
267 page -views since it began in February 2021. There was mention of making sure the activity sheets are
available for the public at City events, especially when there is City staff present. After additional discussion
it was decided to consider this topic again at the September meeting.
B. Parks Capital Improvement Plan 2022-2026
Stadler reviewed with the Board members the proposed 2022-2026 capital improvement program, as
presented and discussed at the May meeting. Stadler mentioned that approving the 2022 improvements are
key as work must start soon to prepare for next year's projects. The 2022 park improvements include
replacing the play equipment on the east side of Central Park and rehabbing the two Central Park picnic
shelters. Stadler mentioned that work during the years 2023-2026 is focused on play court improvements,

including: tennis courts at Oakes Park and Burnes Park, basketball courts at Cottageville Park and Valley
Park, and the smaller play courts at Interlachen, Elmo and Park Valley parks.
After discussion concluded, Emma Figgins made a motion to approve the 2022-2026 Park Capital
Improvement Program, as presented, seconded by Anna Pohmer. Chair Kaczmarek polled the members
and the motion passed with a 4-0 vote.
C. Other Topics of Interest
Steve Stadler and PeggySue Imihy updated the Board on the upcoming Park Board transition and other
items, to include: the four new members and two youth members coming onto the Board at the July
meeting, the Board election for chair and vice -chair at the August meeting, some minor revisions to the Park
Board bylaws, a joint meeting with the City Council is planned for November. There was some discussion
on preparing for the November joint meeting and topics of interest. There was discussion regarding two
upcoming redevelopment projects: Trilogy project - Blake Station at Blake Rd./Excelsior Blvd and Alatus
project - 325 Blake Road.
It was mentioned that the Board's park assignments would need to change with the new 7 -member board
and that another park system tour in the fall would be beneficial.
The Board members and staff all thanked Kyle Kaczmarek for his commitment and leadership to the Board
these past five years and especially as chair person for the past two years.

VI. ADJOURNMENT
Meg Slindee moved to adjourn the meeting, seconded by Anna Pohmer. On a poll of the members, the
