HOPKINS CROSSROADS/MINNETONKABOULEVARD INTERSECTION.
IMPROVEMENTS (HENNEPIN COUNTY PROJECT 8111)
Proposed Action.
Staffrecornmendsthe following motion: Move that Council adopt Resolution .
2004-051 , . Resolution approvino final. roadwavconstruction plans for the
construction of a new sionalized intersection at Hopkins Crossroads and
Minnetonka Boulevard. and Minnetonka Boulevard improvements.
Overview.
InOecember 1999 City Council adopted a resolution in supportof intersection
improvernentsprovided that several conditions were met. .In October 2002 City
Council approved the County's preliminary plans, layout 1 F. The County has
. now completed final construction plans and seeks City approval to proceed. The
design plans include all the elements of design. approved through the CSAH 73/5
intersection task force. Staff presented the final plans at separate meetings with
both the task force and the Bellgrove neighborhood~ With a few exceptions,
there is support for the proposed . improvements.. The estimated. project cost is
. $3,730,000. The city costis estimated at $552,000 - this is less than the CIP
budget of$600,OOO. The schedule calls for constructionto begin nextApril and
extend through November 2005. Hennepin County personnel will be at the
Council meeting to present the final design plans and answer questions.

INTERSECTION TRAFFIC SIGNALS
. Signal pole/mast arm design will be sii11ilartoMainstreet/17th Avenue
intersectioh design (Visco products), not a standard Hennepin County
design (Millerberndt products)
0 City will stock replacement pole/s, Hennepin County willfully
maintain the traffic signals
. There will be six signal poles total, one at each corner with mast arms and
a pedestal signal pole in each of the two CSAH73.medians .
oCSAH 73 mast arm will be 35' long and support one signal face
o CSAH 5 mast arm will be 40' long and support .two signal faces
. o The intersection will include a total of 16 signal faces' .
o Street name signage will. be included on the signal poles, not hung
. from. the mast arms . .'
ROADWAY GEOMETRICS
. Approach lanes will be the minimum 'State Aid width, Le., 11' wide. plus
2' curb and gutter "
. Pedestrian areas provided at each corner of the intersection
. Median widths are the minimum - 5' back to back of curb ..
.. East approach median longer than required to help slow approach
traffic
STREETSCAPE/LANDSCAPE ELEMENTS
. Each corner area will have common elements including:. pedestrian
area paving, seatwall, evergreen plantings behind wall
. Medians have special: paving and bollards.
. Colored and score-patterned concrete at crosswalks and center area
. Existing landscaping at southeast corner to be relocated and/or
replaced to the extent possible (County cost) .

· The design includes a continuous 6~ wide asphalt sidewalk along the
south side of Minnetonka 'Boulevard. Accordingly, the road section inClude~ two
1.2' travel lanes, two 6' asphalt shoulders and the 6' sidewalk on the south side.
This results in a 42' wide pavemehtandsidewalksection. The existing
pavelTlentwidth vari.esfrom 38' to 44'.
. Property impacts .
. .
0 The proposed plan will require permanent property takings from
several Minnetonka properties and foW Hopkins properties. TlJe
Hopkirisproperiies.are: 18 Loring Road,11115,11100 and11118
Minnetonka Boulevard! Temporary construction easements will be
required from four other Hopkins'properties. There will be some trees
. lost at both corner properties. The road alignment has been adjusted
to minimize tree loss and every effort will be made to protect trees,
. . wherever possible, rather than removil1g them. As design continues,
staff will work with the owners at each corner regarding the expected
construction impacts and ways to mitigate them. Owners will be
. compensated for 10ss,Qf trees, shrubs and, of course, for the
easements. .
. Project Cost and Schedule
COST: The current construction cost estimate is $3,730,405;62. The estimated
Hopkins share is $552,371.09. The 2004-2008CIP has a city budget of
$600,000 for this project. A division of cost summary is attached. .
SCHEDULE: Hennepin County would complete design by Jan 31, 2003.
Construction on utility and rbadimprovements would begin in April 2005 and be
completed in spring 2006. .

WHEREAS, Hennepin County has requested. that the City of Hopkins approve
the final plans as identified aOOv$.
NOW THEREFORE, BE IT RESOLVED: . That . said plans be in all things
approved .and the City agrees to provide the enforcement.for the prohibition of on-street
. parking on those portions of said Project No. 8111 within its corporate limits.

. COl)NTY 'ROAD 73 AND'MINNETONKA BOULEVARD IMPROVEMENTS
. WHEREAS, the City of Hopkins recognizes the need for improvements to the intersection and .
surrounding areas County Road 73 (Hopkins Crossroads). and County Road 5 (Minnetonka
Boulevard) by improving the conditions for p~destrianslbicyclists ,and motorists; and
WHEREAS, the; needed imp~ovements must reflect th'econcems of both the travelllng public
and the surrounding neighborhoods; and' .
WHEREAS; The' City of Hopkins has been working with a task 'force to develop an acceptable
. response and solution to the various concerns and goals; an.d

WHEREAS, the result Of these efforts from .all parties has identified a potential solution.to the
concerns of an parties and the Hopkins City Council wishes to present a position statement reflectit:tg
it's position and desire to continue toward improvements; and ;
WHEREAS, The City Council of the. City of ~opkins believes that the proposed improvements
are generally in line with the goals and expectations of the City of-Minn.etohka and Hennepin Co.

NOW, THEREFORE; BE IT RESOLVED, by the City Council of the City. of. Hopkins that the
.ity of Hopkins supports. improvements to .the area near the intersection of Co.' Rd 73' and Co. Rd 5

1. That the intersection design closely follows the design elements as depictedCln th~ Biko Assoc..
. '~Hennepin County Discuss.ion Plan!' which. includes the following design elements: .
a. GoncretePavement with contr~sting colOr and texture elements inthe crosswalk and center

b. Intersection geometrics will inclOde the configuratiqnsas shown with. the'und.erstanding that a
future right turn lane in the west-bound Co.. Rd 5 approach wifl be accepted if the overall
intersection le.velofservice reaches a ser\iicelevel D. .
c~ Intersection lane widths and raised center medians are 'constructed-to the m'inimum State Aid
standards (1 i'). Raised medians will include landscaping as .shown.
d. Non-staf'!dard decorative traffic control devices are utilized which are acceptable to the Cities
. . of Hopkins, Minnetonka, and Hemiepin Co. ..' .
e. Street identification signage, which is placed prior to the inters~ction .ratherthan' attached to

BE IT FURTHER RESOLVED,
1. That the Hopkins .staff is directed to develop an agreement with Hennepin Co. and the 9ity of
