JULY 20, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, July 20, 2021 at 7:09 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Building Official Kearney, Police Chief Johnson,
Management Analyst Imihy, Director of Planning and Development Elverum, Fire Chief
Specken City Attorney Riggs and Finance Director Bishop. Members of the Hopkins
Police Department and Fire Department were also in attendance.
ADOPT AGENDA
Motion by Hunke. Second by Brausen.
Motion to Adopt the Agenda.
Ayes: All.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Appointment to the Planning Commission; Lenz/Domeier
Mayor Gadd provided background on the selection process for the Planning Commission
members.
Motion by Brausen. Second by Hunke.
Motion to appoint Andrew Wright to the Planning a Zoning Commission for a
two-year term ending June 30, 2023.
Ayes: All.
Nays: None. Motion carried.
City Clerk Domeier issued the Oaths of Office to the Mr. Wright.
111.2. Police Officer Oath of Office; Johnson/Domeier
Police Chief Johnson introduced Police Officers Ellanson, Snustad and Welbes and City
Clerk Domeier issued the oaths of office. The City Council welcomed the new officers
and shared appreciation for their services.
111.3. Life Saving Award; Specken
Fire Chief Specken presented Nicholas Brandt with a Life Saving Award. Together Jena
Lebens and Nicholas Brandt rescued a four-year-old boy from the bottom of a pool and
provided CPR to save his life. Ms. Lebens will receive her award at a later date.

Council Member Beck requested that the Minutes of June 15 be amended to change the
name Kim Stiele to Kimberly Stiele.
Mayor Gadd confirmed the events associated with the liquor license approvals.
Motion by Brausen. Second by Halverson.

NEW BUSINESS
VII.1. Rental Inspection Program Revisions; Lenz
Assistant City Manager Lenz, Fire Chief Specken and Building Official Kearney provided
proposed changes to the rental inspection programs by summarizing the staff memo. She
stated that staff was looking to restart the rental inspection program, they reviewed the
current rental inspection program, ordinance and processes with a few goals in mind:
Looking for efficiencies and equity improvements; and utilizing the rental inspection
program as a platform to building upon our current outreach efforts to increase renter
engagement and participation.
Mayor Gadd talked about the changes to multiple unit inspections. Mr. Kearney stated
that staff is doing 25% of the multiple units. The 25% is the minimum but more may occur
if the need is warranted. Council Member Brausen talked about the preservation of
property with the housing and apartment rentals.
Council Member Beck requested staff to explain the point system changes. Mr. Kearney
explained the changes to the point system and the inspections associated. The City
Council supported guideline changes to the re-inspection.

Council Member Brausen questioned the staffing during a fire call and if the fire
department supports the change. Mr. Specken stated that the department is supportive
of the change. He further explained the staffing for inspections. The goal is not to pull
staff out of inspections if not necessary.
Mayor Gadd questioned the inspection process and notification to renters. Mr. Kearney
summarized the process for the notices and inspections.
Staff plans to bring the proposed revisions to City Council for a first reading on August 2.
VII.2. First Reading: Ordinance Amending Chapter 2, Article II of the Hopkins City
Code Regarding City Council; Domeier
City Clerk Domeier summarized Council Report 2021-065 which removes park board
terms in Chapter 2 from Article II that are already covered in Article IV.
Motion by Hunke. Second by Beck.
Motion to adopt for first reading Ordinance 2021-1171 An Ordinance Amending
Chapter 2, Article II of the Hopkins City Code Regarding City Council.
Ayes: All.
Nays: None. Motion carried.
ANNOUNCEMENTS
City Manager Mornson provided an update on the National Night Out event and upcoming
Council agendas. Mayor Gadd provided the upcoming meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Brausen, second by Hunke, the meeting was unanimously adjourned at 8 p.m.
