Proposed Action.
Staff recommends the following motion: Move to adopt Resolution 04-49, approving the
conditional use permit to construct aDairv Queen Chill'and Grill at 510 Blake Road.

Benshoof and Associates completed a traffic study. The study concluded that the proposed
site plan does work; but the Wendy's restaurant creates traffic issues on Blake Road. The ,>
problem with the trafficon Blake Road is aresu1t ofth~ Wendy's drive-thru.City staff and
Jim Benshoof have spoken to Rick Jansen of Wendy's regarding this situation. One solution
that Wendy's will be implementing very soon ismarkillgthe exit of Wendy's fora left and

Staff is hesitant to make a recommendation of approval based on a situation that we believe
can be fixed, but as of this report has riot been and is dependent on; a third party to resolv,e: ,

Ms. Anderson reviewed the site plan. Ms. Anderson gave a history on the traffic study and

stated that because of the Wendy's site there are traffic issues with the proposed
. development.' Ms. Anderson outlined the three options for the Commission for their
,recomm~ndation. John Donnelly, representing Dairy Queen, appeared before the
Commission. Mr. Donnelly stated that the first traffic study indicated, that there were no
traffic issues for the proposed Dairy Queen, and based on that, the development was put in
motion. Nick Sperides the architect appeared before the Commission. Mr.' Sperides stated
that they refer to the Dairy Queens as casual dining, not fast food, clndit is veryupscale. It
was alsonoted that a Wendy's or McDonalds does 70 percent of their business through the
drive..:'thm and Dairy Queen does about 30 percent through the drive-thru. ' Noone appeared
. atthepublic hearing regardihgthisissue. My. Paul was concerned with the median on Blake
Road. Ms~ Anderson stated that, Benshoof did look at the placement of the median and
recommended that it remain as is. '

PURPOSE AND BACKGROUND
The purpose of this memorandum is to present the results of our traffic study for the proposed
Dairy Queen (DQ) Grill & Chill restaurant in Hopkins; The proposed site is located on Blake
Road south of Cambridge Street as shown in Figure I.
. Traffic questions that need to be addressed in our traffic study were identified through an initial
scoping meeting with City staff and the applicant. The following are the two questions that were
identified from this process:
a) Would the proposed restaurant cause any negative impacts to existing traffic operations
along Blake Road?
b) Would the current site plan adequately accommodate the expected queue of vehicles
using the drive-through service, without any significant charlce of such vehicles backing
up onto Blake Road? ,
The above questions were studied initially and draft findings were reported to City staff and the
applicant. City staff then raised several concerns regarding our findings and requested further
investigation. To address City staffs concerns, we performed supplemental investigation to
further examine the above two traffic questions.

Existing Conditions and Proposed Development Characteristics
The proposed site formerly was occupied by a Wendy's restaurant, which was relocated to an
adjacent site to the south. In the vicinity of the proposed site, Blake Road provides two through
lanes in each direction and a continuous two-way left turn lane.
The proposed DQ restaurant will consist of78 seatsanda drive-through window. Figure 2
shows the site plan that was used in our initial investigation. As shown in this figure, entrance
and exit driveways are shown at about the same locations as the existing driveways for this site.
Theone-way internal circulation also is similar to circulation for Wendy's that previously
occupied this site. The site plan also proposes cutting back the median on Blake Road that
separates the northbound left turns on Blake Road at Cambridge Street from the opposing
through movements. The applicant has indicated that the proposed restaurant is expected to
generate about 48 to 521 transactions during the noon peak hour. Access for the restaurant will
be provided on Blake Road as shown in Figure 2. The proposed restaurant is expected to be
complete later this year. Consistent with nonnal practice, we completed traffic forecasts and
analyses for the year after full completion, i.e. 2005. We understand that the proposed restaurant
will peak during the noon period on atypical weekday. Therefore, our traffic forecasts and
analyses were completed for the noon peak hour.

. INITIAL INVESTIGATION TO ADDRESS TRAFFIC QUESTIONS
Analysis of Queue for Drive-Through
To address question b) presented earlier, we collected drive-through.queuingdata at two existing
DQ Grill & Chill restaurants during the noon peak period (11 :00 a.m. to 1 :00 p.m.) on a typical
weekday. Restaurants surveyed were identified by DQ staffas comparable facilities. One of the
surveyed restaurants is located in Lino Lakes, and the other is located in Shakopee.
The number of vehicles waiting to be served in the drive-through queue was recorded by two-
minute intervals for the two-hOur noon period. In our queuing analyses, we have used the 90th
percentile queue lengths during a typical busy period (lunch hour), which is consistent with
normal practice. The 90th percentile.queue was exceeded only 10 percent of the time during the
peak period surveyed. .The 90th percentile queue for both of the restaurants surveyed was three
vehicles (60 feet at 20 feet per vehicle).
We obtained information from the owner regarding the number of transactions at the two existing
restaurants for the noon peak hour. Based on this infonnation, the Lino Lakes DQ genetatesan
average of 26~ 1 transactions during the noon peak hour and .the Shakopee DQ. generates an
average of33.3 transactions. Using this information, we determined that a DQ .Grill & Chill
restaurant experiences a 90th percentile queue of three vehicles for an average Of 29) transactions
during the noon peak hour. At this rate, the proposed restaurant with 52 transactions will
experience a 90th percentile queue of about five vehicles {100 feet) during the noon peak hour.
. The spacing between the pick-up window and the vehicle clearance bar (see Figure 2) is about
165 feet (eight vehicles). Given that this queuing capacity of eight vehicles isthree vehicles
longer than our initially expected 90th percentile queue length, we established a preliminary
finding that the drive-through queues would rarely, if ever; occupy the full distance to the
clearance bar.
Traffic Effects at Blake Road/Site Access Intersection
Traffic Forecasts
As presented earlier, the proposed development is expected to be complete by the end of this
. ..
year. Consistent with normal practice, we examined traffic conditions at the Blake Road/site
access intersection one year after full completion of the proposed development (i.e. 2005). The
initial forecasting process and results are as follows:
. Trip Generation. Trips that will be generated by the proposed development were
estimated for the noon peak hour based on data collected at two DQ Grill & Chill
restaurants, one in Lino Lakes and the other in Shakopee. Based on the transaction
information presented earlier for these two existing restaurants and our driveway counts
at these restaurants, we detennined that the noon peak hour trip. generation rate for a DQ
Grill & Chill restaurant is about 2.24 tripsltransaction during the noon peak hour (53
percent entering and 47 percent exiting). At this rate, the proposed restaurant will
generate abol.:t 116 trips (52 x 2.24), of which 61 will be entering and 55 will be exiting
. trips during the noon peak hour. Trips generated by the proposed development can be
classified into the following two types:

the subject development in, future
Based on data published by the ITE, we estimate that.about 50 percent ofthe toted
development trips will be new trips, and the remaining 50 percent will be passby trips.
. Trip Distribution. Trip distribution percentages for the proposed restaurant were
developed based on several. factors, including observations regarding entering and exiting
traffic at the Wendy:s restaurant that formerly operated on the site. The following are our
trip distribution percentages:
- New trips
- 55 percent to and from the south on Blake Road
- 45 percent to and from the north on Blake Road
- Passby trips
- 55 percent from the south and to the north on Blake Road
- 45 percent from the north and to the south on Blake Road
. Traffic Volumes. To effectively address impacts of the proposed development on the
Blake Road/site access intersection, existing (2004) traffic volumes were estimated from
'counts that were collected during the noon peak period on a typical weekday in 2002.
Since the historic traffic growth trends on Blake Road do not indicate a significant
growth, we did not apply a background growth factor to estimate 2004 volumes from our
. 2002 counts. However, our 2002 counts on Blake Road were adjusted to account for the
relocation of Wendy's restaurant. Trips estimated for the proposed restaurant were then
assigned to the surrounding road network based on the above trip distribution
percentages. Historic traffic growth trends for Blake Road indicate that no significant
growth in traffic has occurred in the past few years. Therefore, for forecasting purposes,
the 2005 no-build volumes are same as existing volumes. The proposed restaurant
volumes were added to the 2005 no-build volumes to arrive at 2005 build volumes.
Capacity Analyses
Capacity analyses were performed for the Blake Road/site access intersection for the 2005 build
traffic scenario. Geometries that were used in our analyses include one exclusive left turn lane
and two through lanes on the south approach, one through lane and one shared through/right turn
lane on the north approach, and one lane for all movements on the site exit to Blake Road. This
intersection will be controlled by a stop sign on the site exit.
Capacity analysis results are presented in terms of Level of Service (LOS), which ranges from A
to F. LOS A represents the best intersection operation, with very little delay for each vehicle
.using the intersection. LOS F represents the worst intersection operation with excessive delay.
Most agencies in Minnesota consider that LOS D represents the minimal acceptable LOS for
normal peak traffic conditions. Our capacity analysis results show that all movements at the
Blake Road/site access intersection will operate at LOS C or better for the 2005 build condition.
Therefore, in terms of level of service, no changes are needed to the initial site plan. However,
. based on the Institute of Transportation Engineer's driveway design. guidelines and experience on
past projects, we recommend that the exit driveway be widened from 12 feet (as shown in the
initial site plan) to 16 feet. A 16-footdriveway will provide more efficient operations, especially

.. . in circumstances where aportion of the driveway is blocked by obstructions such as snow. The
site plan shown in Figure 2 proposes cutting back the median on Blake Road. This change would
impact northbound left turns at the Blake Road/Cambridge Street intersection and therefore
would have to be reviewed with the County. To determine if the median needs to be cut back to
provide adequate space for left turns into the site, we reviewed this situation with respect to. the
turning path for a design vehicle. Also, we drove a vehicle into the site from the south on Blake
Road in order to further judge the adequacy of this left tumin maneuver. We found thata single-
unit truck design vehicle can comfortably turn left into the site without encroaching on the
existing median on Blake Road. Thus, we recommend that the median on Blake Road be left "as
is."
SUPPLEMENTAL INVESTIGATION TO ADDRESS TRAFFIC QUESTIONS
As indicated earlier, City staff expressed some concerns regarding our initial findings and
requested further examination to adequately address the traffic questions. To address these
concerns, we collected the following additional data during the noon peak hour on a typical
weekday:
. Turn movement counts and observations at the Blake Road/Oxford Street intersection
. Total entering and exiting traffic counts and drive-through queuing observations at the
existing DQ Grill & Chill restaurant on Normandale Boulevard in Edina.
. Counts and Observations at Blake Road/Oxford Street Intersection
Our counts at the Blake Road/Oxford Street intersection included total entering and exiting traffic
from the Wendy's restaurant adjacent to the proposed DQ restaurant. These counts indicated that
this Wendy's restaurant is generating about 80 percent more traffic than predicted by our traffic
study for this restaurant in. July 2003.
Our queuing observations indicated that drive-through queues for the Wendy's restaurant
extended onto Blake Road for about 17 minutes during the noon peak hour, which means that the
drive-through queue exceeded the available stacking length about 28 percent of the time. Our
traffic study for the Wendy's restaurant predicted'thatthe drive-through queue will not exceed
the available stacking length at least 90 percent of the time during the noon peak hour. For about
four minutes during the noon peak hour, we observed the drive-through queue spillback from the
Wendy's site caused motorists approaching from the north on Blake Road to stop in the curbside
southbound through lane. These dtive:-through queues also caused entering motorists
approaching from the south on Blake Road to stop in the center two-way left turn lane. Such
back-ups in the center two-way left turn lane caused exiting Wendy's motorists destined to the
north on Blake Road to turn in front of the stopped northbound left turn motorists. This situation
poses a safety issue, because the northbound left turn queues obstruct the exiting motorists'
visibility of the northbound through lanes on Blake Road.
The above observations indicate that some traffic difficulties now are being experienced on Blake
Road due to the greater trip generation and drive-through queuing characteristics for the Wendy's
restaurant.

.. Counts and Observations at DO Grill & Chill Restaurant in Edina
Total entering and exiting traffic counts were completed at the DQ Grill & Chill restaurant on
Normandale Boulevard .in Edina during the noon peak hour on a typical weekday. Our counts
indicated that this DQ restaurant generated a total of 246 trips (125 entering and 121 exiting)
during the noon peak hour. This trip generation is morethan double the total number of trips
(116 trips) that we estimated from our initial investigation.
In addition, we also made observations regarding drive-through queuing. The total drive-through
queue length was recorded every two minutes during the noon peak hour. From these data, the
90th percentile drive-through queue was 13 vehicles (260 feet), which is more than 2.5 times the
90th percentile queuing of five vehicles that was estimated through our initial investigation.
Responses to Traffic Ouestions from Supplemental Investigation
Impacts on Blake Road (Question a)
The applicant had indicated that two principal differences exist between the proposed DQ
restaurant and the restaurant in Edina:
. The restaurant in Edina is a national training center. As a result, the drive-through
service time is relatively longer at this restaurant compared to other DQ restaurants.
. For the DQ restaurant in Edina, most of the parking is provided behind the building,
. making it less attractive for users to park compared to using the drive-through. On the
other hand, the layout for the proposed DQ restaurant promotes parking on the site and
walking into the restaurant for service. .
Although the above two factors may have some impaCt on the typical traffic characteristics of a
DQ Grill & Chill restaurant, considering the high levels of traffic generation by the Wendy's
restaurant on Blake Road compared to other similar Wendy's restaurants that were surveyed, and
also to account for the "worst-case" scenario, we used the Edina DQ data in our supplemental
investigation without any adjustments.
Using ourrecent counts and observations, we updated our trip generation estimates and
background traffic counts on Blake Road. Also, our recent counts at the Blake Road/Oxford
Street intersection indicated slightly different trip distribution, which is as follows:
- New trips
~ 45 percent to and from the south on Blake Road
- 55 percent to and from the north on Blake Road
- Passby trips
- 50 percent from the south and to the north on Blake Road
~ 50 percent from the north and to the south on Blake Road
Using the revised trip generation and trip distribution, trips for the proposed restaurant were
assigned to the surrounding roadway network. The revised 2004 and 2005 build traffic volumes
. are presented in Figure 3. We have also revised our capacity analysesatthe Blake Road/site
driveway intersection, the results of which are presented in Figure 4. As shown in this figure, in

terms of level of service, the proposed DQ restaurant will not cause any significant negative
impacts.
However, as indicated by our observations at the Blake Road/Oxford Street intersection, Blake
Road is. currently experiencing difficulties due to spillback of drive-through queues from the
'Wendy's site. Addition of the DQ .restaurant without mitigating the negative effects of the
Wendy's drive-through queue will create further traffic complications on Blake Road. If
measures are taken to prevent Wendy's queues from backing tip onto Blake Road, adequate
operations will be provided on Blake Road even after completion of the proposed DQ restaurant.
The drive-through queuing issue was reported to Wendy's staff for further examination.
Wendy's staffis currently taking steps to make further observations and, potentially, to develop a
mitigation plan to eliminate the excess drive-through queues. The specific outComes of Wendy's
efforts are unknownatthis time.
Adequacy of Stacking Spacefor Drive-Through Queues/or Proposed DQ Restaurant
As described earlier, the DQ restaurant in Edina indicated significantly longer queues than
reported at the DQ restaurants. in Lino Lakes and Shakopee. Again, cons,idering the Wendy's
experience and to account for the "worst-case" scenario, we used our queuing observations at the
DQ restaurant in Edina Without anyadjustments. To accommodate the. 90th percentile queue of
13 vehicles (260 feet), the site plan shown in Figure 2 must be revised to provide longer stacking
length, without blocking the parking aisle. Based on discussions among City staff, the applicant,
. and Benshoof & Associates, Inc., the applicant revised the site planas shown in Figure 5. The
principal change shown in this site plan is that the width of the westbound parking aisle is
widened by Jour feet and the width ofllie eastbound aisle leading to the exit is narrowed by four
feet. The revised site plan also shows the changes recommended in our initial investigation, .
which are: a) leave existing median on Blake Road "as is," and b) widen exit drive from 12 feet
to 16 feet. The revised plan shown in Figure 5 will 'provide adequate space for drive-through
queues, without any significant chance of such vehicles backing up onto Blake Road.
CONCLUSIONS
Based on information presented in this memorandum, we have made the following conclusions:
a) Theadequacy of operations on Blake Road is contingent upon resolution of the issues
presently caused by the drive-through queues from the Wendy's restaurant. If those
issues, including blockage of DQ exit by southbound queues on Blake Road due to
Wendy's drive-through queue, are resolved, adequate operations will be provided on
Blake Road.
b) The revised site plan shown in Figure 5 will adequately a~commodate the expected 90th
percentile queue of vehicles using the drive-through service, without any significant
chance of such vehicles backing up onto Blake Road.
