CONDITIONAL USE PERMIT ~ OAKRlDGE COUNTRY CLUB
Proposed Action.
Stall recommends the follovving motion: Move to adopt Resolution 04-50, apprc)\]IlD

Oakrid~c Road.
At the Zoning and Planning meetillg, Mr. Shultz moved and Ms. Halverson seconded a
motion to adopt Resolution RZ04-20, recommending a conditional use permit to construct ,I
new clubhouse for Oakridge Country Club at 700 Oakridge Road. The motion was approved
unanllllously.
Overvie\y.
Oakridgc COll11try Club is proposing to remove the existing clubhouse and construct ,I I1C\\
clubhouse. The new clubhouse will be constructed in basically the same location as the
existing clubhouse. In addition to the new clubhouse, the County Club will also correct
drainage problems in the parking lot. The new construction \vill also involve construction oj'
a nc\\' pooL basketball court and playground to the south of the ne\v clubhollse.
. The nc\\ bui lding will be two-levels. The upper level will be primarily tar dining. lhl'
upper level pruvidcs an area to seat 450 people and an additional an~a ta seal 102 pcopk.
The lower level is for locker rooms, men's and women's carel roOIllS, the] l)Lh hole, cart
storage, and offices.

. \Vhat is the zoning of the pmperty, and how has the Comprchellsin Piau
designated the subject site'?
The subject property is zoned R-I-D. Outdoor recreation areas are allowed as a conditiul1~d
LIse permit in the residential districts. The Comprehensive Plan has designated the site ~lS ~I
park. The existing use complies witl1 the zoning and comprehensive plan.
. What are the specifics of the neVI! addition'?
~xterior
The exterior will be a combination of cedar shingles, board rmd batten siding, ami ashlar
stone.
Landscaping
The site is a golf course, which has more than the required landscaping [or the site. The
parking lot is required to be landscaped. The landscape plan for the parking lot indicates
landscaping on the islands along with additional landscaping along the front of the building.
The rear of the building will have a variety of omamental trees, and scrubs.
. Parking
The parking area will basically remain in the same location. The parking lot will havt ..21).)
parking spaces. There is a parking lot to the south for overflow parking. This parking ]ot has
71 spaces. There is not a parking requirement for a country club, but a restaurant requirL's
one space for every 3 scats. Based on this requirement the tlrst level with the restaurant area
\vould require 184 parking spaces. To the staff s knowledge there has not been a pclrk i nO:'
problem in the past with the Country Club.
Engineering/Public Works
The City Engineer has reviewed the preliminary plans and has found t11el11 acceptable.
Fire Marshal
The Fire Marshal has reviewed the preliminary plans and found them acceptable.
Trash
The trash area will be next to the Imilding on the north side. Access to the trash area \\ ill be
fj.OIll the service entrance. The trash area will be screened li.om public view.

. Access/Parking
The access points from Oakridge Road will remain the same. There will be two aCCt'SS
points into the parking area and a service entrance to the north of the parking area. The
parking area will have a drop-off area to the front door.
Setbacks
["he building is required to have a 50-foot setback; the building in the propoSt~d location has
mort' than a 50-foot setback on all sides.
Watershed District
The Country Club has been working with the Watershed District closely. Any approval \\iII
be conditioned on Watershed District approval.
Surrounding uses
The area where the new clubhouse will be constructed is slllTounded by the golf course to the
west and north, apartments to the south and residential to the east.

. f\1s. Anderson reviewed the site plan with the Commission. Steve Wohll'orc\, the archilct'l
representing Oakridge Country Club, appeared before the Commission. Mr. W uh 11\.)1 d
reviewed the site plan and also spoke on how the nc\v development would correct draillagc
probkms \vith the existing parking lot. Juoy Riner, representing Carol Hines of 721 DriILIllL'
Road, appeared before the Commission. Ms. Riner was concerned about the drainage ~llld
the effects to the Drillane properties.
Alternatives.
1. Approve the conditional use permit. By approving the conditional use permit the
applicant will be able to construct the clubhouse as proposed.
J Deny the conditional lIse permit. By denying the conditional use permit, the applicant

willnot be able to construct the clubhollse as proposed. Iftl1e City Council considers this
~1Iten1ativc, findings will have to be identified that support this alternative.
