COMPREHENSIVE PLAN AMENDMENT - 250 FIFTH A VENUE SOUTH Proposed Action. Staff recommends the following motion: Move to adopt Resolution 04-40, approving a Comprehensive Plan amendment to allow an auto sales lot at 250 Fifth Avenue South. At the Zoning and Planning meeting, Mr. Kjos moved and Ms. Aristy seconded a motion to adopt Resolution RZ04-16, recommending approval of a Comprehensive Plan amendment to allow an auto sales lot at 250 Fifth Avenue South. The motion was approved unanimously. Overview. Hopkins Honda has purchased the former Knox site with plans to relocate the Honda facility to this site. This relocation will remove the entire Honda line from downtown Hopkins. Honda has outgrown the site at Pifth and Mainstreet, and this site will become a smaller franchise. The area occupied by Honda on Sixth and Seventh A venues will be available for redevelopment. The former Knox site is currently zoned Business Park and will have an overlay zone ofPUD to allow the auto sales lot. Because an auto sales lot is not a permitted use within the . business park district, the Comprehensive Plan land use section will be amended to permit an auto sales lot use. How has the Comprehensive Plan designated the subject site? The Comprehensive Plan has designated the site as Business Park. There is a requirement that the Comprehensive Plan and zoning be consistent. With the proposed zoning change, the zoning and the Comprehensive Plan designation will be consistent. . Why does the text have to be amended in the Comprehensive Plan? The base zoning of Business Park will remain with a. PUD overlay zoning. The PUD ordinance allows uses that generally are allowed in that district; an auto sales lot is not permitted in the Business Park zoning. The land use text will be amended to the following: 9. The former Knox site south of Excelsior Boulevard is zoned and guided Business Park, but will be considered for an auto sales lot with a PUD overlay zoning. The site will revert to Business Park zoning if the use of auto sales vacates the site. . What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the reasons f~r the text amendment to the Comprehensive Plan. No . one appeared at the public hearing regarding this item. Alternatives. 1. Approve the Comprehensive Plan amendment. By approving the Comprehensive Plan amendment, an auto sales lot will be able to be constructed on the site. 2. Deny the Comprehensive Plan amendment. By denying the Comprehensive Plan amendment, the auto sales lot will not be able to be constructed. 3. Continue for further information. Hennepin County, Minnesota RESOLUTION NO: 04-40 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A COMPREHENSIVE PLAN AMENDMENT AT 250 FIFTH STREET SOUTH WHEREAS, an application for Comprehensive Plan Amendment ZN04-8 has been made by The Luther Company Limited Partnership and Hopkins Real Estate, LLC; WHEREAS, the procedural history of the application is as follows: 1. That an application for a Comprehensive Plan amendment was made by The Luther Company Limited Partnership and Hopkins Real Estate, LLC, on April 23, 2004; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application onMay 25, 2004: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and . 4.
