Facilities Improvement Project
Police Station Security System
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2004-
020, resolution to award police station security system installation contract to Pro-Tee Desiqn, Inc,
for $165,872.39.
Overview.
The City's facility improvement project architect, Collaborative Design Group, Inc. was
unsuccessful in maintaining a security system designer that was responsive to city needs for the
renovated police station. The security system for the police station is much more complex then the
relatively simple exterior door access control systems being installed at the new fire station and
public works buildings. Staff solicited a proposal from Pro-Tee Design, Inc., the successful low
bidder on the competitively-bid State of Minnesota security system design and installation contract.
Pro-Tee has good references from recently completed police station security system designs and
installations in the Cities of Edina and Elk River, Pro-Tee has been very responsive to our needs
and has demonstrated a high degree of technical expertise in police station security systems.
They have met with Police Department staff on several occasions to discuss and finalize system
. requirements. The Pro-Tee Design proposal is very close to the estimated police station security
system cost of $150,000. Staff recommends awarding the security system contract to Pro-Tee
Design, Inc.

. Pro- T ec proposal details
The attached proposal is broken into four divisions: main closed-circuit TV system, card access
system, interview room and evidence cage and equipment racks for server room. The listing for
each division includes a unit price for each equipment item; each item description with an asterisk
is a direct match with the MN state contract pricing. At the end of each listing is a cost for
design/planning, installation and testing/training. The total cost of all four divisions is $165,872.39.
The city's construction manager, Kraus-Anderson, will prepare an AlA document construction
contract agreement similar to the agreements used for the other facility project construction
contracts.
. Facilities project security/technology budget
The budget for security and technology elements of the facilities project was set at $300,000.
. Included in this project budget was telephone system costs, audio/video improvements and
security systems. The current status of this budget is:

CITY FACILITY IMPROVEMENT PROJECT
POLICE STATION RENOVATION
SECURITY SYSTEM
Whereas, the City has determined that Pro-Tec Design, Inc. is the winning
contractor on the competitively-bid State of Minnesota contract for security system
design and installation, and;
Whereas, the City requirements for a new security system for the renovated police
station closely match the scope of this State bid contract, and;
Whereas, Pro-Tec Design's proposal for the cost of providing the new police
station security system is within the allotted budget for this work and very close to
. the estimated cost,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA, that Pro-Tec Design, Inc. is hereby awarded a contract in the
amount of $165,872.39 for installation of said security system and the Mayor and
City Manager are hereby authorized and directed to enter into a contract with said
contractor for and on behalf of the City.

SOUTH END OF INTERLACHEN ROAD
Proposed Action
Staff recommends adoption of the following motion: "Move to declare the 42 foot by 75 foot parcel at
the south end of Interlachen Road as surplus property, and to direct staff to obtain an appraisal of the
property, and to direct staff to prepare a report to the Council identifyinq alternatives for the Council
to consider on the appropriate methods for disposinq of the parcel, after all surroundinq property
owners have been identified and notified of the proposed sale of the parcel.
Adoption of this motion will result in the preparation of actions and alternatives for the Council to
consider in the disposal of this city owned property.
Overview
In the 1950's, the City of Hopkins acquired a number of parcels along the old streetcar right-at-way
on the south side of Interlachen Park. Over the years various parcels were declared surplus and sold
to a variety of individuals. The City continues to be the owner of the subject parcel. There are
utilities buried under the parcel, and therefore, the City has an interest in maintaining ownership
and/or an easement for the maintenance ot these utilities.
In the 1960's the City received a petition from Mr, A.M. Kessinich and Mr. L.a. Swanson to dispose
of the subject parcel, as well as a small parcel immediately east of the subject parcel. The Council
.id declare both parcels to be surplus and authorized the sale of the parcels. For reasons staff was
not able to determine, the subject parcel was not purchased, while the adjacent parcel was.
Mr, Paul Swanson has asked that the City consider selling the subject parcel to him. In order to do
so, the City Council must determine the property to be surplus, and determine a method for disposing
of the property.

. Is the property surplus?
The City currently uses this property for the placement and maintenance of utilities. Should the
property be determined to be surplus and sold, staff would recommend that easements be
maintained across the parcel in such dimensions so as to retain the ability to maintain and replace
utilities as needed.
Surface use of the property could be given to surrounding property owners, and thus, sale of the
property is feasible as long as the purchaser understood the need to maintain utilities. It is,
therefore, unlikely that any structures could be built upon this property if it was sold. I n spite of
this use, the property does seem to have value to the surrounding property owners and if
declared surplus, the City would likely gain revenue through its sale.
. Are there buyers for the property?
The subject property is on the southern end of Interlachen Road. On the east side of Interlachen
Road Mr. Paul Swanson, the individual seeking approval for the purchase of the property, owns
all of the adjacent properties.
. On the west side of this parcel are two parcels that were formerly owned by Mr. And Mrs,
Kessinich. Greta Kessinich, recently passed away. The northern parcel (identified as Parcel B on
the attached map) on the west side of Interlachen Road in which Mr. And Mrs. Kessinich's house
sits, is currently for sale and a potential buyer has contacted the City indicating some level of
interest in the parcel. No correspondence has been received nor sought concerning this person's
interest.
The parcel directly west of the subject parcel (identified as Parcel A on the attached map) was
owned by Greta Kessinich and is currently in probate. At the conclusion of probate proceedings,
it is assumed that the receiver of this parcel from the estate would also have an interest in this
parcel in that the subject parcel may provide the only access to Parcel A. Without this access that
southern property could become land-locked and thus have diminished value and be unbuildable.
Since Parcel A is in probate, staff has received no correspondence nor has staff sought any
interest in the subject parcel from the potential owners of Parcel A.
In summary, there is at least one buyer, and potentially three buyers who would have interest in
the subject parcel.
. What is the impact of selling the property?
. Assuming the City retains easements on the property, the mostly likely use of the property will be
for access to other properties, or simply an addition to existing properties on either side of the
subject parcel. Disposing of the property will not diminish the City's interest, assuming the
easements are maintained, but could provide value to surrounding properties by either increasing
the lot size or providing access.

Sale of the property would result in revenue for the City, in that there appears to be value to the
property if attached to surrounding properties.
. What process needs to be followed in order to proceed with sale?
According to the City Attorney's memo, the City Council has the authority upon a four-fifths vote of
the Council, to determine the property to be surplus and to consider and establish a fair and
reasonable market value for the property. The final step is to determine the method upon which
to selL
The staff recognizes Mr. Swanson's interest in the property and appreciates his desire to
purchase it.
Prior to sale, staff would recommend that the Council be assured that the property owners on the
west side of Interlachen Road be aware of the potential sale and be given an opportunity to
participate in its purchase. This is complicated in that Parcel A to the west is currently in probate
and it could be several months before an owner of the property is identified from the Kessinich
estate. As such, staff would recommend waiting until that owner is identified and a discussion is
e held with that owner, due to the critical nature of this parcel as a means of access to the
Kessinich property. Inasmuch as this access is critical to the value of that parcel, Council should
consider carefully whether it wishes to proceed, and thus potentially making the Kessinich
property landlocked and unbuildable.
