Proposed Action
Staff recommends thatthe Council approve the following motion: Move to approve Ordinance 2004-917 for
first reading. . ,
Approval of this motion will begin the process of amending sectionJ50 of the Hopkins City Code to change
the list of City employees who can issue administrative citations.
Overview .
Section 350.02. ofthe Hopkins City Code contaiIis a long list of City employees who may issue citations. The
Public Works Department wanted to add to this list in order to allow employees to issue citations to property
, owners for pushing snow onto streets and' alieysor failure to shovel snow. Rather than periodically adding
employees to this list, staff contacted the City Attorney's office regarding replacing the list of employees with
language allowing the City Manager and his or her designee to issue citations. Wynn Curtiss reviewed this
issue and could find no reason not to make this change.

This will make it easier to authorize employees to issue citations. ,
+ Wh~t protections are in place for the property owner?
Regardless of which employee issues the citations, they must follow the procedures established in the
City Code. These procedures include notices and the right of appeal.
