Overview.
,
The City of Hopkins began a. source-separated curbside-recycling program on February 1, 1989
,in response to County and Metropolitan. Council mandates. In order to ,aid cities in funding their
recycling programs, Hennepin County developed it Funding Assistance Policy for Residential
Recycling. Each year as part of this grant process 'the, County requires that participating
municipalities approve a resolution authorizing submittal of the application. This resolution
must be included with our grant application in order for our grant application to be, processed and
funding to be'dispersed. ' '

Council has already approved pnor resolutions wbich authorized submittal of a grant
application for years 1995-2003. Adoption of the ne.w resolution wiUcompleteour2004
grant' application process and allow us to continue to receive funding' from Hennepin
County for our'recycling'program. Funding for 2004 will be determined by taking the
SCORE funds and dividing them by the total household count in Hennepin County. 'This
amounts to approximately $23,400.94 ($.6522 per household per month x 2,990
households x 12). SCORE Funds are collected through taxes on refuse bills. Should the
SCORE Funds become unavaila~le due to State budget cuts, it would reduce Hopkins'
2004 Refuse Revenue Fund by 3.7%.

" WHEREAS, Pursuant to Minnesota Statue I 15A.551, by December 31; 1996, each county ,
in the metropolitan area will have as a goal to recycle a minimum of 45 percent (45%) by weight of
, total solid waste generation, and each county must develop and implement or require political
subdivisions within the county to develop and implement programs, practices, or methods de,signed
to meet its recycling goa1;and
WHEREAS, Pursuant to Minnesota Statue 1 15A.552, counties shall ensure that residents
have an opportunity to,recycle and through Hennepin 'County Ordinance 13 requires each city to
implement,a recycling program to enablethe County to meet ' its recycling goals; and
WHEREAS, ' the County has adopted' a Hennepin Courity Residential Recycling' Funding
Policy to distribute funds to cities for the contirtued development and implementation of waste
, ": .
reduction and recycling programs through 2004; and
. WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set
forth in the "funding policy"; and

THEREFORE, BE IT RESOLVED, that the City of Hopkins, City,Council autho~ the
submittal of the Hennepin County Residential R~ycling PrograIh; 2004 Municipal Recycling
'Grant Application and further authorizes the City Manager, or his 'designee to 'execute such grant
"agreementwith the County.

The City has determined that 60% of our residents live in mufti-family housing
units that are not serviced by our curbside collection. When multi-family tonnage
is excluded in our total' waste generation figure, our recyCling percentage equals
41.20/0.

collection because, they were collected at our twice yearly bulk drop off
which is offered only to residential refuse customers. Otherwise the drop
off tonnage was split 60% and 40% curbside. '
** Weekly figures for numb~r of households setting out recyclables are no
longer available. Our contractor provides only monthly figures. Since
. recycling is collected biweekly I have divided the monthly figures evenly
between the two collection weeks.

2003 PROGRAM DESCRIPTION
Two Bulk Clean Up events were held this year on April and October . Appliances,
scrap metal, concrete/construction materials and electronics were recycled at both events.
Electronic items collected were handled through the Hennepin County Electronic
Recycling Program in cooperation With PPL:
The Waste Reduction and Recycling Education Tool Trunk was completed and made
available to local schools and organizations to supplement their Environmental Education
programs. In December the Edina School District borrowed a trunk for a weeklong
environmental program at Normandale Elementary School.
Six presentations were made in the summer of 2003 to participants in the Hopkins School
District elementary education summer program. The program consisted of a brief
discussion about recycling and what happens after recyclables are picked up from their
homes. The children then participated in a project making necklaces out of old
wallpaper, straws and yarn.
The "Recyclopedia", a recycling guide published jointly by Golden Valley, Plymouth,
Hopkins, Minnetonka and the West Hennepin Re.cycling ComInission, was updated and
distributed to recycling customers in the participating communities. The purpose of the
. "Recyclopedia" is to encourage the wise use of natural resources through reuse, waste
and toxicity reduction and recycling.
The Single Stream Recycling Program has been in operation for over a year. In March
2003 a survey was sent to our refuse/recycling customers. We received 950 responses
(approximately 33% of our customers). 97% of the responsesrated the overall program'
, '
satisfactory to excellent. The purpose ofthe survey was to identify and assess problems,
or concerns residents may have experienced with the Single Stream Recycling process.
Three areas of concern were identified and resolutions to the these concerns were
implemented~ (See attached copy of survey results and letter to residents.)' Hopkins
Single Stream Curbside Recycling collects glass bottles and jars, metal food and
beverage cans, plastic bottles with a narrow neck, office paper, newspaper, magazines,
phone books, unsolicited mail, dry non-refrigerated food boxes, boxboard, paper bags
and cardboard.

Hopkins will hold two Bulk Clean Up events again this year, one in April and one in
October. Appliances, scrap metal, concrete/construction materials and electronics will be
, recycled at both events. "
Reduce/Reuse/Recycle presentations, incorporating the Recycling Education Tool
. KitITrunk, will be made at local schools and to organizations requesting them.
In 2003 the Single Stream Recycling program increased our curbside recycling by 16%
and increased our participation percentage to 72%. Monitoring of the program will
continue to ensure continued success.

SUBJECT: Sin ale Stream Recvclina Survey
Dear Hopkins Resident
, Two months ago, 2,969 residents received a Single Stream Recycling Survey along with their
monthly utility bill. Over 950 residents returned the survey; that lsa 33% return rate I
On the other side ()f this letter is a break down of the survey responses. Overa"" residents viewed
'the program as excellent. The purpose of the' survey was to ,identify and assess problems or
, concerns residents may have expetienced with the Single Stream. Recycling process.
The main areas of concern were identified as: .
Cart Size BiWeekly Collection Off Week Cart Storage
In I"eviewing'the .comments It was found that many of the, 81 WeeklY Collection and Cart Size. Issues
were directly related. The COncern that collection should be weekly because the recycling cart would
not hold two Weeks of recyclable materialC$nbe resolved by requesting a larger 95-gallon recycling
cart. Conversely, if the 64-galloncart istoo large for your needs a 32-gallon cart is.available. To
request a change In the siz:eof your recycling cart please call 952-939-1382
. The other concern with Bi Weekly Collection waS the dlffiClJlty in remembering WhiChweekswere
recycling weeks; we've . addressed that i,ssue by producing a calendar tht4t has the recycling weeks
highlighted in gold. These calendars are currently.in the mail to Hopkins recycling customEiars. The
calendars have a magnetic strip on the,back so they can be placed on the refrigerator for easy
access.
The third issue, Off Week CartStoraae, is not as easily solved. Hopkins Legislative Policy f3.-D,
4.01,5, states, "The container may remain at the pick up location only on the pick ,-,p day or until it is
collected if normal pick up Is delayed.Contllllners can remain out at the pick up site continuously
only by approval of the Public Works Department" Ideally refuse and reCyCling carts should be
stored in a garage. However, when garage space does not permit, It is suggested that the carts be
, placed outside, next to the garage or house where they do not cre,ate an eyesore. If your cart cannot
be stored as directed by policy, please call the Recycling Coordinator (952-939-1382) to discuss
altemative storage solutions. '
The City would like to thank the re$iderits .for their overwhelming support of the Single Stream
Recycling Program. The Volume of recycling collected has increased13% and the volume of refuse
collected has' decreased 10%. A'copy 01 all the comments received from.the survey Is available
