CONDITIONAL USE PERMIT - LOCKER ROOM ADDITION
HOPKINS PAVILION
Proposed Action,
Staff recommends the following motion: Move to adopt Resolution 04-34, approval of a
conditional use pel111it to construct a locker room addition on the Hopkins Pavilion,
At the Zoning and Planning meeting, Mr. Paul moved and Mr. Sholtz seconded a motion to
adopt Resolution RZ04-13, recommending approval of a conditional use permit to construct
a locker room addition on the Hopkins Pavilion, The motion was approved unanimously,
Overview,
The Hopkins Hockey Booster Club is proposing to construct an addition to the south side of
the Hopkins Pavilion for locker rooms. The addition will be 77' x 32'. The addition will be
used for Junior Varsity, Varsity Locker Rooms and a storage area. There will also be a toilet.
shower and coach's office space,
The Hopkins Hockey Team has used the Pavilion as home ice since 1994. The existing
locker rooms are small and provide no lockers, In 2001 the City gave permission for a trailer
. to he used for the hockey teams locker room. Because of the remodeling in, 2003 of the
public works site, the trailer was removed and last winter the hockey teams llsed the adjacent
warming house for their locker rooms, The proposed addition will be a pel1l1anent solution
for locker rooms,

. Primary Issues to Consider.
. What is the zoning of the property, and how has the Compl'ehensive Plan
designated the subject site?
The subject property is zoned R-5, The Comprehensive Plan has designated the site as high
density residential. The buildings are a conditional use within public parks.
. What are the specifics of the hockey locker room addition?
Exterior
The exterior will be rock face concrete block. There will be a painted band above and below
the windows and a metal fasica band at the top of the addition,
Landscaping
The Hockey Association Booster Club will be responsible for landscaping. Any approvals
will be contingent on a landscaping plan being submitted,
Parking
. No parking will be removed or added, The addition of the locker r00111S will not change the
parking requirement.
Engineering/Public Works
1. The plan indicates connecting a sewer and water service to the addition. These
services require a plumbing pcnnit. The plan is not clear as to whether the service
connections are connected to stubs or to the main. This should be coordinated with
the hlcilities project development, which is clm-ently in progress.
2. The addition requires the slope between the curb and the south face of the Ilew
addition, The plan shows two existing trees and notes to protect one of the two, The
plan does !lot indicate how the trees are to bc protected, There appears to be about 8
to 12 inches of fi II being placed in the area of these trees. Depending on the tree
species, it may be necessary to provide retaining walls near these trees to reduce the
fill over the roots and protect the trees,
3. Erosion control is not addressed; the plan should provide silt fence along the north
curb line of the parking area to contain sediment on the site.
4. The plan should indicate the contractor is responsible to contact Gopher One Locate
. prior to construction.

. Access/Parking
The access and parking to the Pavilion will not be affected.
Setbacks
The Zoning Ordinance requires buildings in public parks to have a 50-foot setback. The
addition \vill have more than a 50-foot setback from the property line,
Surrounding uses
The Pavilion is surrounded by the Public Works building on the \vest, Central Park on the
south and north and Exce]sior Boulevard on the south,
. When will constmction start?
Construction will start as soon as possible.
. What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed the locker room addition to the pavilion. Gregory
Clark and Michelle Mongeon, representing the Hopkins Hockey Booster Club, appeared
. before the Commission. Mr. Clark stated the locker room will be used 2/3 of the time by the
Hopkins High School Hockey team and 1/3 by the youth hockey. He also stated that they
want to start construction in .T LIne and hope to be done for use by the team for hockey season,
No one appeared at the public hearing regarding this issue.
Altern atives.
1. Approval the conditional use perm it. By approving the conditional use permit, the
applicant will be able to construct the building as proposed.
2, Deny the conditional use permit. By denying the conditional use permit, the applicant
will not be able to construct the building as proposed. If the City Council considers this
altel11ativc, findings will have to be identified that support this altel11ative.
3. Continue for further infol111ation. If the City Council indicates that further infollllation is
needed, the item shou ld be conti nued,

RESOLUTION MAK]NG FINDINGS OF FACT AND
APPROVING A CONDITIONAL USE PERMIT TO CONSTRUCT LOCKER ROOM
WHEREAS, an application for Conditional Use Pemlit CUP04-3 has been made by the
Hopkins Hockey Booster Club;
WHEREAS, the procedural history of the application is as follows:
l. That an application for a conditional use permit was made by the Hopkins
Hockey Booster Club on April 2, 2004;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed
and published notice, held a public hearing on the application and
reviewed such application on April 27, 2004: all persons present were
given an opportunity to be heard;
], That the written comments and <l11al ysi s of City staff were considered; and
. 4. A legal description of the subject property is as follows:
That part of the southwest 14 of the southwest 14 lying south of north 383
feet thereof and east of the east line of 15th A venue extended south
excluding railroad right-of-way land.
NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use
Permit CUP04-3 is hereby approved based on the following Findings of Fact:
1. That the proposed use meets the requirements [or a conditional use pe1111it.
BE ]T FURTHER RESOLVED that application for Conditional Use Permit CUP04-3 is
hereby approved subject to the following conditions:
1. That the \vatcrshed district approves the proposed development ifrcquired.
I That the public works dep<lrtmcnt approves the final drainage, utility and grading
plans.
3, That the City approves the landscaping plan.
