ZONING ORDINANCE AMENDMENTS - ELECTRONIC PRICE SIGN
Proposed Action.
Staff recommends the following motion: Move to adopt Resolution 04-83, approving
Ordinance 04-936, amending the zoning ordinance to allow electronic price signs.
At the Zoning and Planning meeting, Ms. Halverson moved and Ms. Aristy seconded a
motion to adopt Resolutlon RZ04-36, recommending approval of Ordinance 04-936,
amending the zoning ordinance to allow electronic price signs. The motion was approved
unanimously.
Overview.
Holiday Station stores has applied for a zoning amendment to allow electronic price signs.
Automatic changing signs are allowed in tile B-3 and industrial districts as a wall sign. Time
and temperature signs can be a pylon or monument sign. Currently gas stations have price
signs that are manually changed. Holiday would like to have their price signs be changed
. electronically rather than manually. The price signs would not bhnk or scroll. The
amendment would apply to all uses in the B-3 that could adveliise a price.

. What is applicant requesting to amend the ordinance?
The applicant is requesting to amend the zoning ordinance to allow electronic price signs.
. Should this type of use be allowed in the B-3 zoning district?
The ordinance will allow electronic price signs in the B-3 district. I would also recommend
directing staff to look into amending the ordinance to look at allowing electronic signs in
other locations in the city. The ordinance was recently amended to allow electronic signs in
institutional districts, Electronic signs are not automatic changing signs. Electronic signs
would not scroll or flash.
. What is the staff recommendation?
Staff would recommend approving the applicant's request for amending the zoning ordinance
to allow an electronic price sign.
. What was the discussion at the Zoning and Planning meeting'!
. Ms. Anderson reviewed the proposed amendment. Keith Y okom, of Holiday Stations,
appeared before the Commission. Mr. Y okom stated that there have been problems in the
past when changing the price of gas and the numbers blow into Excelsior Boulevard. If there
was an electronic price sign, it can be changed from the inside of the building. No one
appeared at the public hearing regarding this item.
Alternatives.
1. Approve the zoning amendment to allow electronic price signs in the B-3 zoning district.
By approving the zoning amendment to allow electronic signs in the B-3 district, the
applicant will be able to have electronic price signs.
2. Approve the zoning amendment to allow electronic price signs in the B-3 zoning district.
By denying the zoning amendment, the applicant will not be able to have an electronic
price sign in the B-3 district. If the City Council considers this alternative, findings will
have to be identified that support this alternative.
3. Continue for further inf01111ation. If the City Council indicates that further infonnation is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING AMENDMENTS TO THE SIGN ORDINANCE
WHEREAS, an application for Zoning Amendment ZN04-13 has been made by Holiday Station
Stores;
WHEREAS, the procedural history of the appl1cation is as follows:
l. That an application for a zoning amendment to the sign ordinance was made by
Holiday Station Stores on September 28, 2004;
2. That the Hopkins Zoning and PImming Comm1ssion published notice, held a
public hearing on the application and reviewed such application on October 26,
2004: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered.
. NOW, THEREFORE, BE IT RESOLVED that the appIlcat10n for Zoning Amendment ZN04-13
is hereby approved based on the following Findings of Fact:
1. That the proposed amendment will allow electronic price signs 1n the B-3 zoning
district.

THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS
FOLLOWS:
That the Hopkins Zoning Ordinance No. 515-570 be, amended by amending and
adding the following section:
570.01. Subd. 00. Electronic price sign: An electronic sign that displays the price of a
product. Flashing or scrolling of the price is not allowed.
