SITE PLAN REVIEW - CHAPEL VIEW
Pmposed Action.
Staff recommends the following motion: Move to adopt Resolution 04-79, approvil1\2, the
construction of an addition to the existing building at 615 Minnetonka Mil Is Road.
At the Zoning and Planning meeting, Ms. Aristy moved and Ms. Halverson seconded a
motion to adopt Resolution RZ04-34, recommending approval to construct an addition to the
existing building at 615 Minnetonka Mills Road. The motion was approved unanimoLlsly_
Overview.
Chapel View is proposing to constmct an addition to the south side of their existing building
located at 615 Minnetonka Mills Road. The proposed addition will be located west of the
existing driveway to the underground garages. The addition will be for the construction of a
24-ro0111 two-story addition. This addition will allow residents to have a private room anJ
bathroom. The overall facility will reduce the number of residents from 128 to 124_ A
second phase will be to remodel the existing nursing facility.
e There win be a ground floor with the addition. The ground floor will be used [or physical
therapy and occupational therapy. There will be an entrance from Minnetonka Mills to the
ground floor.

. What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site'?
The subject property is zoned R-4, Medium High Density Multiple Family. A nursing home
is a conditional use within the R-4 zoning district. The Comprehensive Plan has designated
thc site as Residential. The proposed use complies with both documents.
. What are the specifics of the site plan?
Exterior
The exterior will be brick to match the existing building.
Landscaping
The addition will remove five trees. The landscape plan indicates the addition of IS trees.
There will also be shrubs and perennials added.
Parking
. The parking will not be altered. There will be no additional parking since the number of beds
will be reduced.
Engineering/Public Works
The City Engineer is reviewing the plans. Any approval will be contingent on his approval.
Fire Marshal
The fire marshal has reviewed the preliminary plans and found them acceptahle.
Sidewalk
There is a sidewalk along Minnetonka Mills Road, and the sidewalk will remain_
Access/Parking
All access points to the parking will remain.
Setbacks
The only setback affected is the south side yard. The required setback is IS feet, ami the
. proposed addition will have the required IS-foot setback.

The watershed district will have to approve this development.
Surrounding uses
The site is smTOlmded by residential to the south, Alice Smith to the west, churches to the
n0l1h, and residential to the east.
. What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed addition to Chapel View. Kathy Kopp and Frank
Robinson, representing Chapel View, appeared before the Commission. Ms. Kopp reviewed
the site plan with the Commission. Ms. Kopp stated that residents want more privacy and
that is the reason for the remodel and addition is to add more private rooms_ No one
appeared at the public hearing.
Alternatives.
1. Approve the site plan review to construct an addition. By approving the site plan the
applicant will be able to construct the addition as proposed.
. 2. Deny the site plan review to construct an addition. By denying the site plan to construct
an addition, the applicant will not be able to construct the addition as proposed_ If the
City Council considers this altemative, findings will have to be identified that support
this altemative.
3. Continue for fm1her i nfol111ati on. If the City Council indicates that fm1her info!1llation is j
needed, the item should be continued.

APPROVING THE CONSTRUCTION OF AN ADDITION TO CHAPEL VIEW
WHEREAS, an application for a Site Plan Review, SPR04-4, has been made by Allgllstall~l
Chapel View;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a site plan review was made by Augustana Chapel View
on August 26, 2004;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed ~1lld
published notice, held a public hearing on the application and reviewed such
application on September 28, 2004: all persons present were given an opportunity
to be heard;

A There is no plan to add additional lighted signage to tllis additiOlL

A The staging for construction will be located in Augustana Chapel View's west parking lot located at 615
Minnetonka Mills Road_
e Q_ Where \\-ill access for traffic to the new addition be located?
A Clients and residents will access the new addition from the 615 Minnetonka Mills entrance. The
building addition and renovation actually includes a removal of 4 resident beds, reducing the resident
population from 128 to 124. In addition we are currently servicing approximately 28 transitional
care residents. As a result there are no anticipated changes to current traffic patterns or volume.
Q. Tree removal is expected with this building proposaL What plans are there for landscaping?
A The project includes landscaping that will add trees, shrubs and other plantings that will enhance the
current landscaping as well as blend in with the surrounding neighborhood area.
