All bids were submitted with required bid security made by qualitied contractors. Valley Paving
is a reputable and responsible contractor and has completed similar projects within Hopkins and
the metro area.
. Project eosts and assessment interest rate:
Based on the low bid, engineering costs, admin/legal fee and a 10% construction
contingency, the total estimated proj ecl cost is $1,135,167.21. The assessable amount is
. $690,000.
Staff recommends applying an annual interest rate of 7% to this assessment. This
interest rate was set in 2002 and is scheduled to be reviewed every 3 years. As the bid
opening was held on Friday February 14, 2003 assessment rate calculations are not
complete at the time of this report. This information will be presented at the council
meeting. Preliminary indications are that assessment rates should be close to the
preliminary assessment rates.
