AUTHORIZING THE SUBMlTT AL OF THE
2003 HENNEPIN COUNTY MUNICIPAL RECYCLING GRANT APPLICATION
Proposed Action.
Staff recommends adoption of the following motion: "Move to Adopt Resolution No. 2003-022
Authorizing the Submittal of the 2003 Hennepin County Recycling Grant Application."
Overview.
The City of Hopkins began a source-separated curbside-recycling program on February 1, 1989
in response to County and Metropolitan Council mandates. In order to aid cities in funding their
recycling programs, Hennepin County developed a Funding Assistance Policy for Residential
Recycling. Each year as part of this grant process the County requires that participating
municipalities approve a resolution authorizing submittal of the application. This resolution
must be included with our grant application in order for our grant application to be processed and
funding to be dispersed.
Primary Issues to Consider
. Is adoption of this Resolution in the best interest of the City ofHapkins?
Council has already approved prior resolutions which authorized submittal of a grant
application fOf years 1995-2002. Adoption of the new resolution will complete our 2003
grant application process and allow us to continue to receive funding from Hennepin
County for our recycling program. Funding for 2003 will be determined by taking the
SCORE funds and dividing them by the total household count in Hennepin County. This
amounts to approximately $25,108 ($.70 per household per month x 2,989 households x
12). SCORE Funds are collected through taxes on refuse bills. Should the SCORE
Funds become unavailable due to State budget cuts, it would reduce Hopkins' 2003
Refuse Revenue Fund by 3.9%.

ADDENDUM
The City has determined that 60% of our residents live in multi-family housing
units that are not serviced by our curbside collection. When multi-family tonnage
is excluded in our total waste generation figure, our recycling percentage equals
34.2%.

under the drop-off on the recycling report was added entirely to residential
collection because they were collected at our twice yearly bulk drop off
which is offered only to residential refuse customers. Otherwise the drop
off tonnage was split 60% and 40% curbside.

longer available. Our contractor provides only monthly figures.

2002 PROGRAM DESCRIPTION
Two Bulk Clean Up events were held this year on April 18-20 and October 17-19. Appliances, scrap
metal, concrete/construction materials and electronics were recycled at both events. Electronic items
collected were handled through the Hennepin County Electronic Recycling Program in cooperation with
PPL.
Two recycling presentations were made in 2003. in April a recycling presentation, "Choices Can Make a
Difference", was made to 350 elementary students to kick off their Earth Week Celebration. A
presentation to Kids N Company 2nd graders was made in June. This presentation incorporated items
unearthed during storm sewer work that was done in an old landfill near the school. An "America
Recycles Day" event was held at the Hopkins Fire Department Open House in October. This event also
provided us an opportunity to introduce to our citizens the single stream-recycling program that was
adopted by our City Council.
Development of the Waste Reduction and Recycling Education Tool Trunk continued with the cities of
Bloomington, Brooklyn Park, Eden Prairie, Hennepin Recycling Group, Minnetonka, Plymouth and
Wayzata. The trunk is now ready for introduction into local schools to supplement their Environmental
Education programs.

Yard Waste and Brush was collected at the curb free of charge from mid-April through mid-May. Yard
Waste and Brush is collected curbside the rest of the season for a fee. Residents also have the option of
using our free brush and yard waste drop off from mid-May through the end of November. This year
Minnetonka residents were aI/owed to use Hopkins' site for brush drop off since their drop off site was
closed due to construction. The yard waste collected from this program is composted. The brush that is
collected at this site is put through a chipper. Both products are made available free of charge to anyone
who is willing to load and haul it away.
2003 PROGRAM DESCRIPTION
We will hold two Bulk Clean Up events again this year on April 17-19 and October 16-18. Appliances,
scrap metal, concrete/construction materials and electronics will be recycled at both events.
Reduce/Reuse/Recycle presentations will be made at local schools and to organizations requesting
them.
The Waste Reduction and Recycling Education Tool Kit/Trunk will be incorporated into the environmental
programs of the Hopkins Schools and be made available to other school districts upon request.
Monitoring of the Single Stream-Recycling program will be ongoing. The Program was implemented
November 2002 and we are observing a reduction in our refuse tonnage. A comparison of recycling
numbers will be done after first quarter 2003 figures are available. In March 2003 a survey will be
distributed to our refuse/recycling customers to gain feedback regarding the change to single stream
recycling.
The "Recyclopedia", a recycling guide published jointly by Golden Valley, Plymouth, Hopkins,
Minnetonka and the West Hennepin Recycling Commission, will be updated with distribution scheduled
for fall 2003.

RESOLUTION NO. 2003-022
AUTHORIZING THE SUBMITTAL OF THE 2003 HENNEPIN COUNTY
MUNICIPAL RECYCLING GRANT APPLICATION
WHEREAS, Pursuant to Minnesota Statue 115A. 551, by December 31, 1996, each county
in the metropolitan area will have as a goal to recycle a minimum of 45 percent (45%) by weight of
total solid waste generation, and each county must develop and implement or require political
subdivisions within the county to develop and implement programs, practices, or methods designed
to meet its recycling goal; and
WHEREAS, Pursuant to Minnesota Statue 115A.552, counties shall ensure that residents
have an opportunity to recycle and through Hennepin County Ordinance 13 requires each city to
implement a recycling program to enable the County to meet its recycling goals; and
WHEREAS, the County has adopted a Hennepin County Residential Recycling Funding
Policy to distribute funds to cities for the continued development and implementation of waste
reduction and recycling programs through 2003; and
WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set
forth in the tffunding policy"; and
WHEREAS, the City of Hopkins desires to receive these County funds;
THEREFORE, BE IT RESOL YED, that the City of Hopkins, City Council authorizes the
submittal of the Hennepin County Residential Recycling Program; 2003 Municipal Recycling
Grant Application and further authorizes the City Manager or his designee to execute such grant
agreement with the County.
