APPROVE FINAL PLANS AND ORDER BIDS 2003 STREET AND UTILITY IMPROVEMENTS CITY PROJECT 02-10 Proposed Action Staff recommends the following motion: '"Move that Council adopt Resolution 2003-005, Resolution Approving Plans and Specifications, 2003 Street and Utility Improvements, City Proiect 02-10, and Authorizing Advertisement for Bids. This action continues an assessable project for street upgrading. Overview At the August 20, 2002 meeting, the Hopkins City Council conducted a public hearing concerning street and utility improvements on 5lh Avenue from 3 rd Street South to Highway 7 and 2nd Street North from 51h Avenue North to 6lh Avenue North. Council authorized the project to proceed allowing the preparation of plans and specifications. A public informational meeting to further discuss project issues was held on Octoner 21, 2002. Analvsis of Issues · Scope of Improvements Roadwavs The following streets are planned to receive the roadway improvemcnts as shown: 51h Ave S. from 3rd Street S. to Excelsior Blvd 5th Ave S. from Excelsior B]vd. to Mainstreet Slh Ave N. from Mainstreet to 151 Ave N. 5th Ave N. from lSI Ave N. to 2nd Ave N. Slh Ave N. from 2nd Ave. N. to Minnetonka Mills Rd Slh Ave N. from Minnetonka Mills Rd to S.T.H. 7 Reconstruct Mill and overlay - 3" deep Reconstruct Reconstruct Mill and overlay - 3" deep Mill and overlay - 3" deep Utilities The utility improvements include: Water main upgrades include the addition of two valves to allow better control of the water system . Storm sewer upgrades include replacement of the storm sewer system at the intersection of Slh Avenue and Milmetonka Mills Boulevard as well as other minor upgrades to inlets. Storm sewer upgrades are designed for improved drainage. City staff consulted with Excel Energy regarding the possibility of under grounding the overhead power lines on the east side of 5th Avenue North from Minnetonka Mills to Highway 7. We learned that this line is a primary main line that extends for miles in every direction. The overhead line just east of this line is only a local feeder line. Excel stated that the estimated cost to underground the line along 5th Avenue North would cost a minimum of $100,000.00. This cost could be paid by the eity or distributed to city ratepayers. City staff doesll't believe the benefit is commensurate with the high cost and is not recommending burial of this line. Amenities There are various amenities included with this project. The major amenity planned is brick pavers in many areas along 5lh Avenue between ExcelSior Boulevard and 151 Street N0l1h and new street lighting along the segment from Excelsior Boulevard to Mainstreet. The new lighting is being installed by Xcd Energy as a separate contract. Landscapinc The final plans include the addition of 24 new boulevard trees along the corridor. The majority of these new trees, sixteen total, are to be planted in the boulevard areas between 1 sl and 2nd Streets North. This will enhance the existing residential character of this road segment and improve the separation between the road and sidewalk. e . . . Council Report 2002-34 Page 3 Crosswalks and sidewalks Crosswalks will remain at each intersection area as currently exists. In addition, to calm traffic in the singlc- family residential area and improve pedestrian safety at t11e 2nd Street North crosswalk, curb bump-outs will be installed. These bump-outs will shorten the pedestrian crossing distance (pavement width) from 38' to 28' and improve pedestrian and vehicle visibility. New concrete sidewalk will be constructed along both sides of 5th Avenue. where none currently exists, from Milmetonka Mill Road to Highway 7. The 5th Avenue NOlih marked pedestrian crossing at Wayside Road will be removed. A marked crosswalk will be installed at the Highway 7 signalized intersection. These improvements meet the goal of improving pedestrian access and safety along this busy, collector street corridor. Stop Signs No new stop signs are proposcd in the final design. Some residents have requested a four-way stop-controlled intersection at 5th A venue and 2nd Street North. This was requested as a way to improve pedestrian safety for those crossing 5th A venue and to help slow traffic. Whenever stop signs are installed at an intersection "'lith very low volume cross traffic, there is real concern over the effectiveness of the sign itself. There is at least one study that has shovvn that motorists are much more likely to roll through the stop sign or not stop at all at an intersection where cross traffic contlict is not anticipated. StatT has observed the traffic on 5lh A venue during the peak traffic times and noticed that there are frequent and consistent breaks in traffic when pedestrians can safely cross 5th A vennc. If stop signs are installed. there will be traffic congestion and idling and accelerating vehicles causing increased air pollution and noise near the intersection. In general, the volume of traffic on 5th Avenue will be much more noticeable if all motorists must stop at 21lu Street North. Currently. traffic flows welL and at reasonable speeds, and includes sufficient breaks in traffic tor pedestrians and vehicles entering 5th A venue from the cross streets. Vehicle speed control: Typically. the only place that stop signs reduce vehicle speed is in the immediate vicinity of the intersection. Often, speeds will actually increase further away from the intersection. Motorists develop a tendency to make up for lost time by over accelerating or by traveling at higher speeds between stops. . Additionally a temporary construction easement 20 feet wide will be required for grading on this property. An exhibit showing the required easements has been included. For the balance of the project. work on private property will be limited to driveway removaJ and replacement and minor grading and restoration. · Estimated Costs and Assessments The total estimated construction cost based on the engineer's estimate is $957,173. The construction cost for the roadwork covered in these plans was estimated to be $886,911 in the feasibility study. This estimate includes a 10% contingency. The total road project cost is $1,196,466, this includes engineering/ administration costs at 25%. This estimated cost is 10% higher than the $1,088,482 that was estimated in the feasibility study. The np budget 101' the project is $780.000. . The assessment rates for the various segments of this project remain within 10% of the preliminary amounts (pending assessments) with the exception of the 2nd Street North assessments. On 2nd Street North, the street elevation is being raised to accommodate the sidewalk installation on tIle n01ih side of the road. This results in increased costs due to the need to replace the existing curbing. The resulting estimated assessment rate increased from $ 12.77/ft to $17.31/ft. The assessment cap amount for this project IS $55.61/ft. None of the residential assessment rates for reconstruction exceed the cap amount. The project will be funded through a number of sources including State aid funds, utility funds. special assessments, and PIR. · Recommendations Staff recommcnds approving plans and specifications for the 2003 Street & Utdity Improvements and Authorizing Advertisements for Bids with adoption ofresolution 2003-005. Additionally staffrecommends authorization to proceed with acquisition of the required easements and authorize the Mayor and City Manager to enter into an agreemcnt to acquire the required casements. . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2003-005 RESOLUTION APPROVING PLANS AND SPECIFICATIONS 2003 STREET & UTILITY IMPROVEMENTS/PROJEC1' 02-10 AND AUTHORIZING ADVERTISEMENTS FOR BIDS WHEREAS, pursuant to a resolution passed by the City Council on August 20, 2002, plans and specifications for improvements to 5lh Avenue from 3 rd Street South to Highway 7 and 2nd Street North from 5th to 6th Avenues including street reconstruction, utility repairs, bituminous overlay, sidewalk construction, and, WHEREAS, plans and specifications for Project 02-10 have been prepared by Bolton & Menk, Inc. and have been presented to Council for approval, and, WHEREAS, City Council is concerned, along with 5th Avenue residents, that these street improvements and the removal of truck restriction signage that has been in place for many years may create a potential for increased truek traffic on Slh Avenue bctween 1 sl Street North and Minnetonka Mills Road thereby degrading the quality of life in this single family residential area, and: NOW, THEREFORE, BE IT RESOLVED. by the City Council of the City of Hopkins, Minnesota: 1. Tn response to the concern regarding increased truck traffic, the following actions be taken: a. City staff will record 5th A venue truck traffic one year after project completion (on/about November 2004), compare levels with current truck volumes and report this information to City Council. b. City staff will mail a letter to businesses whose associated truck traffic may use 5th A venue. The letter will be sent out on a date near project completion and will describe the signed truck route and request the business use the truck route and/or forward the information to their trucking companies. c. City stalTwill continue to follow-up with Metro Transit to ensure that Metro Transit is, to the maximum extent possible, using only the smaller feeder buses on the 5th A venue bus routes. Staff will provide a status update to City Council on/about November 2004, along with the truck traffic volume report. d. City Council will consider the post-project truck volumes and make a determination if additional action/s are necessary to protect the 5th A venue . . . residential quality of life. These actions could include: additional truck restriction signage, a more vigorous eff0I1 to gain support of area businesses, continued truck volume monitoring and reporting, neighborhood meetings, removing a segment of 5th A venue from the city's municipal state aid road system, or other action as deemed appropriate by the City Council. Before directing any action, City Council will consider the 5(h Avenue residential impact along with any resulting citywide impact/s of their action. 2. The City Clerk shall prepare and cause to be insclied in the official paper and in the Construction Bulletin an advertisement for bids for the making of such improvements under such approved plans and specifications. The adve11isemcnt shall be published three limes, at least three weeks before the date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 am on the 14th day of February, 2003, at the City HalL and that 110 bids shall be considered unless sealed and filed with the clerk and accompanied by a celiified check or bid bond. payable to the City ofI-lopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized aml instructed to receive, open, and real aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids. and the award of a contract, at the regular City Council meeting of February 18,2003.
