PARTICIPATION IN THE MINNESOTA METRO PUBLIC SAFETY COMMUNICATION SYSTEM
Propos d Action
Staff recommends adoption of the following motion: Move that Council approve participation in the
Minnesota Metro Public Safety Communication System and the acauisition of the eauipment
necessary in order to participate.
Overview
The Hopkins police and fire departments have been monitoring the development and deployment of
the Minnesota Metro Public Safety Communication System (Metro 800 MHz system) for the past year
or so, Our existing radio communications control console electronic equipment is at the end of its
useful life, and new spare parts to replace failed components are no longer available. Used
electronic items for the consoles, especially for items that fail most frequently, are more and more
difficult to obtain. Moving the existing consoles to the new dispatch center will be costly, and will
require a period of time during which both of the two console work stations will be disconnected and
unavailable for service. Therefore, consideration must be given to the purchase of new radio
communications control console equipment to be installed in the new dispatch center. Use of this
avtetro 800 MHz network will provide many significant improvements in radio communications
~pabilities for the city radio system.
Primary Issues to Consider
Current radio equipment is obsolete and need of replacement.
Substantial funding opportunities are currently available.

RESOLUTION 2003-056
RESOLUTION APPROVING PARTICIPATION IN THE MINNESOTA METRO PUBLIC SAFETY
COMMUNICATION SYSTEM
WHEREAS, the radio communications system in use by the City of Hopkins is in need of replacement
to provide emergency services to police, fire and emergency medical agencies in its jurisdiction; and,
WHEREAS, the Metropolitan Radio Board, as a result of legislative. changes, has the authority and
resources to provide financial assistance to local units of govemment in the Metropolitan Area that plan to
participate in the regional 800 MHz digital trucked communication system; and,
WHEREAS, special legislative authority has been given to Minnesota counties to issue bonds for the
purpose of designing, constructing and installing the infrastructure, facilities and equipment necessary to
participate in the regional system; and,
WHEREAS, federal funds have been appropriated and made available through the Minnesota
_Department of Public Safety to supplement local and state funds for the purpose of participating in the regional
ystem, for which metropolitan area local govemments are eligible; and,
WHEREAS, the City of Hopkins has determined that its participation in the regional system would
improve interoperability among its various agencies and with other jurisdictions for purposes of mutual aid and
emergency medical services, thus improving public safety,
NOW, THEREFORE, BE IT RESOLVED that the City of Hopkins intends to proceed with planning for
development of an replacement radio communication system with the intention of participating in the regional
system and that the Metropolitan Radio Board be notified of Hopkins' intention and request any state or federal
financial incentives that may be offered to local jurisdictions.
