Pavilion Renovation Project, Bid Package 3, Contract Awards
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2003-
060, resolution to award bid for Pavilion Renovation Proiect. Bid Packaqe 3 contracts. Divisions 1.
2 and 3 and reiect the Division 4 (electrical) bid and readvertise.
Overview.
City Council at its May 20, 2003 meeting approved design and construction management services
contracts and a project funding resolution. Design work is proceeding and contracts are being
executed for the first two bid packages. Bid package #3 work was publicly advertised and bids
were opened on Thursday, July 10. Competitive bids, or bids near the cost estimate, were
received for the Building Works (division 1), Plumbing and HVAC (division 2), and Fire Protection
(division 3) bid divisions. There was only one bid for the electrical work and this bid exceeded the
cost estimate by more than 80%. Staff recommends awarding contracts for divisions 1, 2 and 3
and rejecting the electrical bid and readvertising this work anticipating lower, more competitive
bids.
Primary Issues to Consider.
· Project Schedule change/school district input
By readvertising the electrical work, we will delay project completion from Sept 10 to October 1.
It's anticipated that bids will be opened on August 6. Staff has consulted school district personnel
in regards to the overall project budget and the schedule change. The school district concurs with
continuing with the project under the same partnering arrangements and stated that they can
accommodate the alternative learning classrooms until the Pavilion mezzanine renovation is
completed.
. Project costs
With the exception of the electrical bid, all bids are near the budgeted estimated costs. The
construction cost estimate for all work bid to date, excluding the electrical work, is: $430,000. The
actual contract costs for this work is: $416,186. The total project budget is $715,370. By
readvertising the electrical work, staff is confident of staying close to the budget.

RESOLUTION FOR AWARD OF BIDS
PAVILION RENOVATION PROJECT
BID PACKAGE NO.3
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA,
that the contractors listed below and the associated bid amounts shown are the
lowest responsive bids for Pavilion Renovation project, Bid Package No. 3 and
that the single bid of $146,820 for the electrical division, submitted by Mendota
Electric, Inc. exceeds the cost estimate by more than 80% and is hereby rejected
and ordered to be re-bid at the earliest possible date. The Mayor and City
Manager are hereby authorized and directed to enter into contracts with said
bidders for and on behalf of the City.
Adopted by the City Council of Hopkins, Minnesota, this 15th day of July 2003.
