ZONING AND PLANNING COMMISSION MEMBERSHIP
Proposed Action.
Staff recommends the following motion: Move to adopt Ordinance 03-904 for first reading
amending the membership of the Zoning and Planning Commission to allow a member of the
business community to serve on the Commission.
Overview.

The staff was directed to amend the membership criteria for the Zoning and Planning
Commission to allow a member of the business community to sit on the Commission. The
Commission discussed allowing a businessperson on the Commission and indicated that they
would support this change. The attached ordinance amends the City Code to allow a
businessperson to serve on the Commission. The Zoning and Planning Commission will
amend their bylaws at the June meeting to allow a businessperson to serve on the
Commission.
In reviewing the City Code regarding the membership, staff made some housekeeping
amendments that also need to be made regarding the staff and City Council members.

ORDINANCE NO. 2003-905
AN ORDINANCE AMENDING THE MEMBERSHIP FOR THE ZONING AND
PLANNING COMMISSION
THE CITY COUNCIL OF THE CITY OF HOPKINS HEREBY ORDAINS AS FOLLOWS:
325.01. Subdivision 1. Zoning and planning commission established. The zoning and
planning commission is created and continued. The commission shall consist of seven persons
who have been a resident of the city for one year or more on the date of appointment, one
member may be a member of the business community the Planning and Eeonomio De'/elopment
Direotor, and a representative from the Planning and Economic Development Department and
City Counoil members, as an ex-officio members. Each member except the staff representative
Plar.ning and Eoonomio Development Direotor and City Counoil member shall have the right to
vote on all matters before the commission. Citizen member terms of office shall be for two
years. Three citizen members of the commission shall be appointed on July 1st of each odd
numbered year and four shall be appointed on July 1st of each even numbered year. Citizen
members appointed to complete a current term of office shall be considered to have served a
term of office if the appointment is to an office that is less than half completed. If the
appointment is to an office which is more than half completed, the appointment will not be
considered a term of office. Citizen members shall serve no more than two consecutive terms of
office. The Council member shall serve f-or a term of one year and may be eligible for a
consecutive one year reappointment. (Amended Ord. No. 87-581, Sec. 1)
