Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2003-
052, resolution to award bid for City Facilities proiect. Bid Packaqe 1, Division 4: Landscapinq and
Irriqation to Perl Landscapinq, Inc.
Overview.
City Council at its April 1, 2003 meeting passed resolutions awarding contracts on the City facilities
improvement project. There was only one bid on the landscaping division of Bid Package 1 and
that bid of $123,300 was over 20% above the construction manager's estimate. Therefore, this
work was re-bid; bids were opened on May 28,2003. There were six bids submitted with the low
bidder being Perl Landscaping, Inc. with a bid of $89,900. The work includes installing all the plant
material and providing irrigation to all the turf and planted areas. Staff recommends award to Per'
Landscaping, Inc.
Primary Issues to Consider.
.. Project budget and schedule
The overall project-landscaping budget was $102,500. The work has been divided into this
landscape/irrigation contract ($89,900) and separate, smaller contracts for the wood fencing
($10,800) and retaining wall ($7,326). Therefore, the overall cost for all the work is $108,026. It is
worth noting that the scope of the original irrigation work was expanded to include significantly
more irrigated areas.
The work will be in September 2003.

BID DIVISION 4: LANDSCAPING AND IRRIGATION
PROJECT NO. 99-06
Whereas, the City has determined that the single responsive bid of Minnesota
Valley Landscape, Inc. received on March 13 2003 is rejected due to insufficient
bidder response to ensure competitive bids, and;
Whereas, the Minnesota Valley Landscape, Inc. March 13 2003 bid exceeded the
construction cost estimate by more than 20%, and;

Whereas, the work scope was revised, publicly re-bid and bids were opened on
May 28,2003,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA, that Perl Landscaping, Inc., with a low bid of $89,900 is the lowest
responsible bid for City Facility Improvement project, Bid Package No.1, Bid
Division 4: Landscaping and Irrigation and the Mayor and City Manager are hereby
authorized and directed to enter into a contract with said bidder for and on behalf
of the City.
