Memo-City Facilities Improvement Project Parking Change and Change Order . Public Works Department Memorandum To: Honorable Mayor and Members of the City Council Copy: From: Steven C. Stadler, Public Works Director Date: June 19, 2003 Subject: City Facilities Improvement Project Parking Change and Change Order Staff would like City Council to be aware of a proposed change in the site parking plan. If the parking lot to the northeast of the Pavilion is constructed as originally designed, there is a high risk of excavating solid waste material. The cost of loading, hauling and disposing of this soil is $60.14/ton. A one foot cut under the parking lot is equal to 500 tons of soil. Staff and the project civil engineer are considering raising the elevation of the parking lot in order to reduce the risk of encountering buried solid waste material. The project soil borings indicated more fill above the garbage than we've experienced thus far in our excavating east of the Pavilion. By raising the parking lot we will lose 15 parking stalls adjacent to the paved hockey rink. The parking lot must be moved further from the hockey rink because of the 3-4 foot elevation drop from the parking lot to the hockey rink pavement. The elevation of the hockey rink cannot be raised, as it must remain close to the warming house elevation. Additionally, there will also be a loss of four stalls due to the Pavilion elevator/bathroom / addition - see attached site drawings. The parking numbers are as follows: Pre-project parking stalls in project area: 208 Number of parking stalls with modified site design: 217 Number of parking stalls with original site design: 235 Staff hasn't received a price from the contractor for the proposed parking lot change. However, staff feels the cost will be small as the amount of curb is the same and the decrease in pavement area should offset the additional grading work necessary to raise the elevation of the lot. . . . As mentioned, the contractor has excavated garbage during storm sewer work on the east side of the Pavilion. Staff approved a change order to load, haul and dispose of this material at the Burnsville sanitary landfill. The contractor finished hauling the material to the landfill on Thursday, June 19. Staff is currently awaiting the truck weight tickets from the landfill. However, based on the number of trips, staff estimates that the contractor hauled 500 - 600 tons of material. This would equate to a $30,000 - $36,000 change order. The purpose of this worksession item is to make Council aware of the change order and discuss the proposed parking lot changes.
