Pavilion Mezzanine Use by District 270 ALC (Alternative Learning Center)
The purpose of this memo is to inform the City Council that the facilities and pavilion
staff are meeting with adult education and athletic staff from District 270, as well as the
Hopkins Youth Hockey Association to discuss possible improvements to the mezzanine
at the pavilion,
The discussion began with the School District approaching us in looking for a place for
a new Alternative Learning Center (ALC) that the District wishes to create. An ALC is
intended for children who have not yet completed their high school education and are
having a difficult time in a typical large school environment. Typically ALC children go
to school in the morning and go to work in the afternoon. One or two teachers are
assigned to an ALC and are also generally at the classroom in the morning and are out
in the community during the afternoon.
During discussions, Mayor Maxwell suggested that we consider the pavilion upstairs,
and after the educational staff reviewed the site it was determined to be a good
possibility as a classroom.
It may be very feasible to build out the pavilion mezzanine in such a fashion that it carl
be multi-purpose in its nature, as such other groups would find value in leasing the
space once it has been upgraded. That would be helpful to the pavilion's bottom line.
If this were to proceed, it would likely be under the School District's levy for lease,
wherein they would pay for both rental of the facility and the construction of the
improvements, Those improvements would likely have to be done by the city, and then
billed out as part of a lease over a given period of time, This would require an internal
borrowing situation to the pavilion but it is certainly within our ability to do so,
Staff will keep the Council informed as these discussions continue.
